The fetid mess raised by the controversial reinstatement of former Chairman of Presidential Task Force on Pension Reforms, Abdulrasheed Maina, got worse yesterday, as Head of the Civil Service of the Federation (HoCSF), Winifred Eto-Ita and the Permanent Secretary, Ministry of Interior, Abubakar Magaji were locked in hot verbal exchange at the resumed sitting of the House of Representatives ad hoc Committee set up to investigate the scam.

The two senior public officials sharply disagreed on the procedure and circunstance that led to Maina being readmitted into the federal civil service.

Also quizzed were the Attorney General of the Federation, Abubakar Malami; acting Chaiman of the Economic and Financial crimes commission (EFCC), Ibrahim Magu; Minister of Finance, Kemi Adeosun; Accountant General of the Federation, Ahmed Idris and Comptroller General of the Nigerian Immigration Services and  Mohammed Babangede among  others.

Perm. Sec Magaji said he lacked power to reinstate any official of the ministry and could only act on the directives of the Federal Civil Service Commission (FCSC) on such matters.  He also explained that he acted on the reinstatement letter based on the approval of the Head of Service of the Federation.

According to him, a letter from the Head of Service of the Federation directed the ministry to implement the recommendations of a Senior  Staff Committee (SSC) of the ministry on the case.

“The Federal Civil Service Commission (FCSC) cannot direct the ministry to convene a meeting to consider dismissal or reinstatement of any senior civil servant, it’s only the Head of Service of the Federation that can make that directive, and for Maina in this case.

“It was the recommendation of that committee that was used to dismiss Maina and the same procedure employed when Maina was asked to be considered to be reinstated,” he explained.

But Oyo-Ita vehemently disagreed with Magaji, as she expressed disappointment that he claimed to have received a directive from her office for the reinstatement of Maina who is currently on the run.

She maintained that Magaji took action based on a letter from the FCSC conveying the directives of the AGF that the Ministry of Interior should within seven days convene the Senior Staff Committee meeting and send its report back to the commission through her office.

“So, it was this letter that was initiated from the AGF that we now directed the ministry of Interior accordingly to convene the Senior Staff Committee meeting.

“So, for the Permanent-Secretary to claim that the directive for the reinstatement was from my office is a bit limited on the fact of the matter,” she said.

Magaji eventually accepted to take the blame, if Maina’s reinstatement was found to be administratively wrong.

Malami had insisted that, he “kept in view” a letter presented for his signature to give legal advice that Maina return to the civil service.

Also speaking at the hearing, Adeosun said there was no evidence of Maina being paid after he was disengaged from service in 2013.

“We have looked very well and we have no biometrics of Maina, so there is no way he could have received salaries,” she said.

Her submission was corroborated by the Accountant-General of the Federation, Ahmed Idris, who testified that Maina was last paid salary in February, 2013.

According to Idris, from March 2013, Maina’s name was removed from the payroll.

“If there was any payment of salary to Maina, there should be pay slips and other documentary evidences to support the payments as claimed,” he posited.

In his submission, Magu denied that Maina handed any asset to the EFCC.

Ahead of the December crusade, spiritual director of Adoration Ministry, Enugu, Rev. Fr. Ejike Mbaka, has vowed to support youths to take over leadership positions in the country.

The Enugu Catholic fiery priest made this declaration during his ministration at an all-night inter-denominational crusade organised by the Directorate of Inter Faith, National Youth Council of Nigeria, which was hosted on the Adoration Ground with pastors and youths in attendance.

Waxing biblical on his ministration tagged: “Nullifying the counsel of Ahithophel,” Fr. Mbaka charged the youths to stand up for leadership roles in the country and stop being used as stooges and political thugs during elections.

“The time of old and incompetent politicians using the youths as thugs was over. It is pathetic that men the youths should be leading are ironically leading them. It is a shame to our youths,” he lamented.

The cleric disclosed that he had earlier charged all worshippers in his ministry to acquire voters’ cards, and warned that he would take stern measures against worshipers who do not have voters’ cards “as that amounts to sin as it paves way for the election of wrong and corrupt leaders.”

He said he was feeling the brunt of evil leadership the more as unemployment and social problems created by bad government hasstretched his charity work.

Mbaka also prayed for the youths against every physical and spiritual inhibition that would stop them from experiencing their breakthroughs and taking the pride of their positions in their families and the society.

As he preached, hundreds of the youths filed out to give testimonies of miracles of healings and breakthroughs they received instantly on the Adoration Ground as he ministered.

Some of those who testified claimed that they were deaf from birth but had their ears opened while others claimed that their tumors had disappeared, and those with hemorrhage healed.

Mbaka looking at the youths said that their testimonies were proofs of the nullification of the counsel of Ahitophel in their lives.

He dedicated the offerings received at the event to the pastors from other denominations and pledged to reimburse all expenditure incurred by organisers of the event.

The all-night youth programme ushered in the commemoration of the Christ the King celebration at the Adoration Ground the following morning, when Catholic faithful took to the streets across the country to praise Jesus Christ.

Governor of Borno State, Kashim Shettima has said the greatest undoing of former president Goodluck Jonathan was his display of bad governance, lack of political sagacity and will power.

He also insisted that the ex-president fumbled in his handling of the Chibok schoolgirls kidnap saga.

Speaking at the unveiling of a book written by the spokesman of the All Progressives Congress (APC), Bolaji Abdullahi: ‘On a platter of gold: How Jonathan won and lost Nigeria’ in Abuja, yesterday, Shettima claimed that Jonathan surrounded himself with assorted crop of religious bigots, tribal kindred and all sorts of reactionary elements.


 
Chronicling those he referred to as ethnic and religious bigots that Jonathan surrounded himself with, Shettima listed Asari Dokubo, Chief Edwin Clark, Tompolo, Oronto Douglas (late), Pastor Ayo Oritsejafor among others.

“I dare to say that sheer display of bad governance, lack of political sagacity and will power squandered the enormous goodwill Jonathan commanded and subsequently got him voted  out of the office.

“Within the short time of his ascendancy, to paraphrase the author of this book, he went from a man who controlled the populace to the clueless, from the most followed president on Facebook in the world to the most cursed president.

“Dr Jonathan’s political profile rose within a short time and in a spectacular manner due to the poor handling of the most important issues affecting Nigeria at the time such as the fuel subsidy scandal, the Boko Haram insurgency and the general feeling of insecurity, particularly with the abduction of the Chibok schoolgirls, the crisis in the then ruling party, the PDP, Jonathan left much to be desired.

“And it brought his image down in an alarming rate and perfected the imagination of Nigerians, real or imagined, even beyond our shores that he was insensitive to the plight and suffering of most people.

“Thus, his fairytale rise to power and honeymoon with Nigerians was quickly forgotten and it culminated in the unprecedented defeat of a sitting president by an opposition candidate in Nigeria. Although his manner of conceding defeat earned him a lot of praise and hero status, even his most ardent supporters knew he should have ended in a much better circumstances.


 
“It goes beyond reasonable doubt that the leadership of President Jonathan represents a turbulent period in our national life, has and will continue to shape, good or bad, the fortunes of our country,” he said.

While recollecting his encounter with Jonathan in handling the Chibok school girls kidnap saga, the Borno governor noted: “When the Chibok girls saga started, they made the president to believe that there was no abduction; that the Chibok girls were kidnapped by the governor of Borno State ostensibly to embarrass the Jonathan administration and he believed that line of story.

“I was in Chibok, my wife was in Chibok and there was a global outcry on the issue but Jonathan was in a world of his own created by the clowns and also the misfits around him. I wasn’t invited to Abuja until nearly three weeks later and even when I was invited to Abuja, I was quite thrilled that at last I was getting the attention of my leader.

“I was asked to come along with the Commissioner of Police, the Divisional Police Officer in Chibok, the Commissioner for Education, the military commander in Chibok and the Director of DSS.

“We were all ushered into the Villa. Sadly, when the president came in, he was still in that mood. He started threatening the school principal: ‘Principal, you must tell me where the girls are. Commissioner of Police, you have to tell me.’

“He immediately ordered the arrest of the principal, the DPO, Commissioner of Police and the Director of DSS. He said they must produce the girls. In this very unfortunate saga, MD Abubakar, the then IGP arrested them, took them to the Force Headquarters and informed them; ‘Lady and gentlemen, I cannot hurt you because I am a man of conscience. I will let you go based on self-recognition.’ And they were released to go back to their duty posts but I was shocked, I was quite taken aback because I thought solutions were going to be found to a very serious national challenge. Instead, the president was still of the mindset that those girls were not abducted and that goes to show the quality of leadership in this country,” he said.

Speaking further, Governor Shettima said: “Incidentally, the Brigade Commander in Chibok, was an Ijaw man, one Capt. Godknows. And because they know the president is such a very unsophisticated simpleton, he is such an honest man, they knew that if they had brought in the man, they would have gotten him confused.

“So, they deliberately refused to bring the Brigade Commander in Chibok and that made the president to lose a true perspective on the issues. But we have to give it to him, that by conceding defeat, he saved the nation from the precipice.

The governor made this known when the state leadership of the Nigerian Union of Teachers (NUT) paid him a visit at the Government House, Port Harcourt on Wednesday, to endorse him for a second term in office.

Meanwhile, the state chapter of the Peoples Democratic Party (PDP) has dismissed allegations that Wike is lobbying for Prince Uche Secondus as the new national chairman of the party.

State Publicity Secretary of the party, Mr. Samuel Nwanosike, debunked the allegation, yesterday.

 
He told newsmen in Port Harcourt, ahead of the party’s December 9, national convention that

Secondus, who is one of the aspirants, did not need anybody to lobby for him, because of his experience.

“How could you bring governor Wike in the matter? Will he be the one to decide who the delegates from all parts of the country will vote for? No, that is not correct. The allegation is not correct.

“The truth of the matter is that the people you are seeing are playing dirty, throwing names. They are trying to play the old pattern. They have a pattern. They are people from the old brigade,  who believe there must be a consensus candidate, where they would say ‘all is well.’

“PDP is a political party that is trying to organise itself again. We will not go back to the days of impunity. 

“You heard the former Vice President,  Atiku Abubakar, say he left the All Progressives Congress (APC) because the party is entrenched in impunity.

“We, having lost the 2015 presidential election,  and knowing the pressure it has brought on us as a political party, cannot go back to that old order.

“On December 9, everybody should go and canvass for votes. It does not matter what anybody says. And, all the aspirants have said after the election, they will support whoever emerges as chairman and build a formidable party. In fact, what the delegates are looking out for now is a person who has a clean record. You must put a man with integrity; you must put a man that has the ability to carry everybody along. You must put a man that has the patience to listen to everybody. You must put a man that has the ability to build a PDP that belongs to everybody. We don’t want a man who believes that he is a godfather and he is the one that built PDP in 1999. We have passed that era.
