The announcement by former Vice President Abubakar Atiku two days ago of his defection from the ruling All Progressives Congress (APC) no doubt has opened a new chart of discourse in Nigeria’s political development, not only for the effect on the APC but more importantly on the Peoples Democratic Party (PDP), a party he dumped before the 2015 general election. His re-joining PDP could not have been a serious issue but his determination to realise his ambition of ruling the country leveraging on the platform of the PDP, has actually changed political permutations in the camp of the opposition party. The Turaki Adamawa is making his re-entry into the party at a critical stage of the party’s life, especially as its elective national convention holds on Saturday, thereby causing serious political re-alignments and adjustment by various power groups and stakeholders in the party. Atiku’s unhidden ambition, may affect and alternatively jeopardise ambitions of a few presidential hopefuls in the party.

Notably among those that will not take Atiku’s second coming with kid gloves are the incumbent Chairman of PDP Caretaker Committee, Senator Ahmed Makarfi, former Minister of Education, Ibrahim Shekarau, and former governor of Jigawa State, Sule Lamido among others. The threat posed to the camps of these aspiring politicians is the obvious fact that the former Vice President is coming back to the PDP in search of a ticket to contest the presidency come 2019. Atiku is a threat because he has the financial war-chest to execute his ambition, he has a well- structured political machinery that cut across the nation’s political divides and he has teeming supporters across board. Moody’s Investors Service in its annual report released on Monday said that Nigeria’s economic fundamentals will strengthen the recovery, with real growth of 3.3 per cent in 2018 and 4.5 per cent in 2018. The rating agency also said that Nigeria’s (B2 stable) credit profile is constrained by the continued exposure of the sovereign balance sheet to shocks, weak institutions and elevated deficits. This new development, was contained in the rating agency’s Global Credit Research released on Monday that Africa’s largest economy’s credit strengths include the large size of its economy and robust medium-term growth prospects supported, in particular, by its domestic demand. Moody also projected a general government budget deficit of 3.6 per cent of GDP in 2017, down from 4.7 per cent in 2016, in 2018, the deficit will decline only slightly to 3.2 per cent of GDP, comprising a 2 per cent of GDP Federal Government budget deficit and around 1 per cent of GDP deficit at the state and municipality levels, as well as arrears that are likely to be split between the three levels of government. Lagos lawyer and civil rights advocate, Mr. Emeka Nwadioke has urged President Muhammadu Buhari to lead the campaign to decriminalise and declassify petty offences at the forthcoming Economic Community of West African States (ECOWAS) Summit in Abuja. Petty offences are offences other than felonies and misdemeanours, otherwise called simple or minor offences, for which the punishment is a warning, community service, a low-value fine or term of imprisonment not exceeding six months. Nwadioke recalled that the African Commission on Human and Peoples’ Rights at its ordinary session on November 11 adopted the “Draft Principles on the Declassification and Decriminalisation of Petty Offences in Africa” which mandates State Parties to the African Charter to “declassify and decriminalise petty offences in accordance with these Principles and other regional and international human rights.” Also, Article 11 of the Principles mandates State Parties “to take legislative, administrative and policy measures to ensure that laws and their enforcement comply with these Principles and other regional and international human rights standards.” According to Nwadioke, the “Ouagadougou Declaration and Plan of Action on Accelerating Prisons and Penal Reforms in Africa” also directs State Parties to declassify and decriminalise petty offences, while Goal 16 of the Sustainable Development Goals calls on States to “promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective and inclusive institutions at all levels.”

Target 16.3 specifically seeks to ensure “equal access to justice for all.” The activist lawyer noted that petty offences “are not only inconsistent with sections 34, 35, 41 and 42 of the Nigerian Constitution which provide for right to dignity of human person, right to personal liberty, right to freedom of movement and right to freedom from discrimination respectively, but are equally inconsistent with Articles 2, 3, 5, 6 and 18 of the African Charter on Human and Peoples Rights duly ratified by Nigeria. “Accordingly, the forthcoming ECOWAS Summit being hosted by Nigeria presents President Muhammadu Buhari with an uncommon opportunity to lead the campaign to decriminalise and declassify petty offences especially in the ECOWAS sub-region.
