The Nigerian Governors Forum yesterday approved $1 billion (N362 billion) from the Excess Crude Account to fight Boko Haram insurgency in the northeast.  
This is coming at a time the Nigerian authorities and military hierarchy severally declared that the anti-insurgency war has ended and the Boko Haram terror group defeated. 


 
There was no official statement on what the $1 billion would be used for last night. Edo State Governor Godwin Obaseki said they approved the fund to “support the effort” of the federal government in the anti-terror campaign.   
However, multiple military and defence sources told Daily Trust last night that the money would be used in purchasing military hardware that includes anti-mine tanks and fighter jets. 
The money was approved by the governors during a meeting of the National Economic Council presided by Vice President Yemi Osinbajo. 
Governor Obaseki said: “The NEC resolved, through the chairman of the Nigerian Governors Forum, to support the efforts of the federal government in the area of security.” 
He said the governors are “pleased with the achievements that have been made till date in the fight against insurgency particularly in the northeast,” and “have given permission to the federal government to spend the sum of $1 billion in the fight of the insurgency.” 
What the money would be used for 
A defence source told Daily Trust last night that based on his findings; the $1 billion would be used for multiple purposes.

The Independent National Electoral Commission (INEC) yesterday said it has sacked three staff involved in the double voter registration of Kogi State Governor Yahaya Bello.
The commission said it cannot prosecute Governor Bello, who presently enjoys executive immunity.
 
According to a statement by INEC’s National Commissioner and member, Information and Voter Education Committee, Mrs May Agbmuche-Mbu, two staff that facilitated the dual registration had been sacked and a third one compulsorily retired. 
The statement said, “Following reports of the alleged double registration by the governor of Kogi State in the ongoing Continuous Voter Registration (CVR) exercise, the commission set up a panel of investigation into the involvement of staff in the matter. 
“The initial report submitted by the panel was referred to the Appointment, Promotion and Disciplinary Committee, which made recommendations to the commission.” 
She said while the Kogi governor currently enjoys immunity from prosecution, the commission summarily dismissed two staff for acts of gross misconduct and also immediately and compulsorily retired an electoral officer for same offence.

The Nigerian Communications Commission (NCC) has reiterated that the December 31 deadline for the handover of 9mobile to the preferred bidder is sacrosanct.
Globacom Limited, Bharti Airtel, Smile Telecoms Holdings, Helios Investment Partners LLP and Teleology Holdings Limited have all been shortlisted as the five bidders still in the running to buy 9mobile, the Nigeria’s fourth largest telecommunications provider, which ran into financial problem with some banks in July.


 
The companies were selected through a process conducted by Barclays Bank, the financial adviser to the creditor banks, on December 4.
But speaking to journalists on the sideline of the 82th edition of Telecoms Consumers Parliament in Abuja ON Thursday, the Executive Vice Chairman of NCC, Prof Umar Garba Danbatta said the five shortlisted companies had been allowed to conduct due diligence on 9mobile.
Prof Danbatta said the next stage of the sale process after due diligence would be for the firms evidence of strong financial commitment to buy 9mobile.
He said Nigerian authorities would not just handover 9mobile to any company, but to a very “technically and financially capable company.”
He assured that there would be seamless takeover of the company, and that whoever buys it would improve the fortune of the company.
He said: “As you are aware five bidders have emerged as I am talking to you and they have been allowed to access the data room of the 9mobile in order for them to get access to the financial situation of the company and subsequently make bid for the takeover of the company.
“But we will ensure that the takeover is done in a regulated manner, not a forceful manner. That is why the CBN and the NCC are supervising what is going on through the interim board that was jointly set up by the NCC and other partners.”

A former Chief of Administration of the Nigerian Air Force (NAF), Air Vice Marshal Mohammed Alkali Mamu (Rtd) yesterday told an FCT High Court in Maitama that he withheld certain documents from the Economic and Financial Crimes Commission (EFCC) “because they are not a security agent.” 
Mamu had in his evidence in chief reported in Daily Trust on October 14 told the court how foreign mercenary pilots brought in from Ukraine were engaged to combat Boko Haram terrorists in disguise, as instructors and how the cause of death of one of the mercenaries was covered from the Ukrainian embassy.


 
He had told the court that his evidence involved matters that would expose Nigeria’s contravention of the United Nation’s Charter of armed conflicts especially Resolution 44/34. 
The judge, Justice Salisu Garba at this point asked the EFCC counsel, Sylvanus Tahir if he still wanted the trial to continue in open court due to the sensitive nature of the evidence as it regards to national security. 
Tahir said “These are issues we are being taken by surprise but we believe the evidence can go ahead in open court,” and the court gave order to the witness to continue with his evidence. 
However, at the resumed hearing yesterday, under cross-examination, Tahir, Mamu told the court that EFCC was not a security agent, which explained why he did not present some documents he presented in court to the commission. 
He added that he did not also present the documents to the presidential committee of the audit of arms procurement because they were never discussed during the proceedings of the committee.
