NAIJA NEWSPAPERS: TODAY'S THE PUNCH NEWSPAPER HEADLINES [13 DECEMBER, 2017].

Below are the headlines found on The Punch Online Newspaper for today, Wednesday, 13 December, 2017.

The Abuja Division of the Court of Appeal, on Tuesday, nullified the acquittal ruling of the Code of Conduct Tribunal handed down in favour of Senate President Bukola Saraki on false declaration of assets, in June this year.

Delivering a unanimous judgment in the appeal filed by the Federal Government against the Senate President’s acquittal, the three-man panel of the Court of Appeal, headed by Justice Tinuade Akomolafe-Wilson, dismissed 15 out of the 18 counts filed before the CCT.

The Court of Appeal held that the prosecution failed to lead sufficient evidence in support of the 15 grounds.

Meanwhile, Saraki has indicated his readiness to approach the Supreme Court to challenge the validity of the three counts upheld by the Court of Appeal against him.

A statement by his Chief Press Secretary, Mr. Sani Onogu, quoted Saraki’s counsel, Mr. Paul Usoro (SAN), as saying the judgment would be studied and that the apex court would be invited to adjudicate on the three charges with a view to getting them nullified.

But the court ruled that Saraki, a former Governor of Kwara State, had a case to answer with respect to three of the counts numbered 4, 5 and 6.

Justice Akomolafe-Wilson, who prepared and read the lead ruling, held that there was “ample” evidence, led by the prosecution, to warrant the Senate President to open his defence in respect of the three counts.

The Minister of Transportation, Mr. Rotimi Amaechi, has said he left the Peoples Democratic Party in 2015 due to the gross mismanagement of the country’s resources by the former ruling party.

According to him, the wastage of the country’s resources was so much during the PDP reign that a total of $65bn left in the Excess Crude Account by ex-President Olusegun Obansajo was squandered by his successor, Goodluck Jonathan.

Amaechi said he left the PDP because he was desirous of change and he saw a change agent in the presidential candidate of the All Progressives Congress, Muhammadu Buhari.

Amaechi said this in Lagos on the sidelines of the Future Awards Africa held at the Federal Palace Hotel, Victoria Island.

According to Amaechi, Buhari, who eventually defeated Jonathan, inherited an empty treasury when he came into office as President.

The transportation minister lamented that had the Jonathan government saved rather than squandered the country’s resources, getting money to fund some major railway projects in the country would have been easy.

The National Chairman of the ruling All Progressives Congress, Chief John Odigie-Oyegun, has urged the opposition Peoples Democratic Party to be constructive in its criticism of government.

Odigie-Oyegun, who congratulated the newly elected officials of the PDP, also said the APC-led administration welcomed constructive criticisms, saying they were essential for the growth of democracy.

The APC chairman said this in a statement he signed in Abuja, on Tuesday.

It came barely 48 hours after the party’s National Publicity Secretary, Mallam Bolaji Abdullahi, and his counterpart in the PDP, Mr. Kola Ologbodiyan, engaged in a war of words over the conduct of the PDP national convention.

Abdullahi had in a statement derided the opposition PDP for failing to conduct a credible exercise, claiming that it was obvious that the PDP was unwilling to change its ways for the better.

In response, Ologbodiyan accused the APC of lacking the moral right to cast aspersions on the PDP because it failed to respect its own rules by failing to conduct a convention for close to three years.

A suicide attack on an internally displaced persons camp in Pulka village, Gwoza Local Government Area of Borno State, has left three persons dead and seven injured.

An aid worker, Bukar Amin, who spoke with our correspondent on the phone, said, “A suicide bomber came to the entrance to Camp 4 around 11am on Monday morning and detonated the explosives strapped to her body and at the last count, we have three dead and seven injured persons.”

Another source, Bunu Bukar, who spoke with our correspondent on the phone, confirmed the attack, saying, “Yes, there was a suicide attack on a camp in Pulka on Monday, three persons died and seven other persons were injured.”

Bukar, who is the Secretary of the Hunters Association in Borno State, added, “Our fear is that, the insurgents would want to use the festive periods to create problems in order to seek relevance; therefore, people should be extra careful and support security personnel with information at all times.”

A military officer, who asked not to be named as he was not authorised to speak to the media, said the clusters of camps in Pulka and Gwoza had created a new security challenge.

He said, “We have clusters of camps spread across Pulka town and this is due largely to the growing population of IDPs, especially those recently brought in from Cameroon.

“This has created a challenge both in terms of security surveillance and service delivery, especially as the town has no telecommunications network to ensure ease of monitoring and control.”
