High wire politics and horse trading will now take centre stage in the national affairs of the country as the Independent National Electoral Commission (INEC) on Tuesday released timetable for the 2019 general election, 402 days to the D-Day. According to the INEC timetable, the Presidential and National Assembly elections will hold on Saturday, February 16, 2019, while Governorship and State Assembly elections will hold two weeks later on Saturday, March 2, 2019. The FCT Council elections are to be combined with the Governorship and State Assembly elections since the tenure of FCT Chairmen and Councillors will end in 2019. The Commission’s chairman, Prof. Mahmood Yakubu, who gave the indication while answering questions during a press briefing at INEC secretariat in Abuja, said there is constitutional provisions for registration of political associations that satisfied both constitution and electoral act’s provisions for registration. Indications also emerged that more political associations may participate in the 2019 general election as full-fledged parties before the general election. He said: “There is constitutional provision for it and INEC has not changed its position, any party that meet constitutional provision will be registered”. Releasing the election time table 402 days to the opening of the polling units nationwide on Saturday, February 16, 2019, Yakubu said the development is a clear departure from past practice when dates were announced close to elections. The chairman said the decision of the Commission to fix elections dates “is to engender certainty in our electoral calendar and to enable all stakeholders to prepare adequately for elections, as is the case in many mature and developing democracies”. He disclosed that INEC has concluded its strategic plan of action for the current election cycle and beyond covering the period between 2017 and 2021 as well as election project plan. “The Commission is moving away from the culture of quick fix, fire brigade approach to the management of elections in Nigeria. “As our democracy matures, the planning and implementation of electoral activities should be predictable and systematic, given the size and population of the country, the terrain, logistic requirements, the increasing number of political parties, security challenges and number of constituencies for which elections are to be held”. Yakubu also reeled out activities for the election as specified by the 1999 Constitution (as amended) and the Electoral Act 2010 (as amended). He said: “Publication of Notice of Election for the National and State elections is fixed for 17th August, 2018 while that of FCT Area Council election is 3rd September, 2018. “Collection of nomination forms by political parties for national and state elections will come between 11th and 24th August, 2018 and that of the FCT Area Council elections holds between 3rd and 10th September, 2018.

Suspected herdsmen have killed two riot policemen during an ambush in Logo Local Government Area of Benue State on Monday. Confirming the incident to the News Agency of Nigeria in Makurdi on Tuesday, the State Police Public Relations Officer, Moses Yamu, said a police patrol team sent to the area was attacked late on Monday. He added that the command immediately dispatched a reinforcement team which repelled the attackers and restored normalcy in the area. Yamu said because of the nature of the attack, it was difficult to ascertain the number of casualties, especially as the attackers were many. NAN recalls that the Chairman of Guma Local Government, Anthony Shawon, had alleged that hordes of herdsmen were camped at Dogon Yashi Forest from where they launched attacks on villages in the area. Shawon, who is also the Chairman of Association of Local Government Chairmen of Nigeria in Benue State, explained that the forest stretched from Guma to Logo on the banks of River Benue covering over 57km. The Daily Times recalls that the suspected herders had attacked some Benue communities on New Yew Day and killed 71 people. The state government has fixed Thursday for the mass burial of the victims. Meanwhile, President Muhammadu Buhari has ordered the Inspector General of Police, Ibrahim Idris, to relocate to Benue State to quell the festering killings by herdsmen in Guma and Logo Local Government Areas in Benue State. A statement by the Force Public Relations Officer, CSP Jimoh Moshood, also quoted President Buhari as directing “that the Inspector General of Police moves immediately to Benue State to restore law and order, prevent further loss of lives and forestall the crisis from escalating and spreading in the state.” The statement added that in compliance with the Presidential directives, “the IGP is moving into Benue State with additional five Units of Police Mobile Force (PMF) making a total of 10 Units of PMF deployed in the state”. The 10 Units of Police Mobile Force is in addition to other Police formations on the ground in the state before the crisis. “More Units of the Police Special Forces, Counter Terrorism Units, and Conventional Policemen are already being deployed to the state as at this time today (00.24 am) this (Tuesday) morning to comply in totality with the Presidential order.”

President Muhammadu Buhari has urged illegal migrants to stay back home and find ways to improve their personal economies rather than daring the Sahara Desert and the Mediterranean Sea, with scores of lives lost in the process. Buhari gave the advice on Tuesday while receiving Hon. Louise Mushikiwabo, Rwandan Minister of Foreign Affairs, who came as Special Envoy of President Paul Kagame, at the State House, Abuja. The President said that Nigeria had taken it upon herself to bring back thousands of her citizens now stranded in Libya. Buhari said, “Illegal migration is now a major issue in Africa. Many dare the Sahara Desert and the Mediterranean Sea to get into Europe, and many die in the process. Or they get into trouble, as we now see in Libya. I don’t envy our position, as many Blacks claim to be Nigerians, even when they are not. “Our Embassies in North Africa are now overworked, trying to identify the true Nigerians. Most of the reasons they mention for migrating illegally are untenable. They should stay here, and see how they can improve their own economies, instead of risking their lives. The President noted that Kagame, as the incoming Chairman of African Union (AU), had the issues of South Sudan, separatist agitation in southern Cameroon, unrest in Togo, and many others on the continent, to contend with. “Gaddafi’s long rule produced many people, whose only skill is how to shoot guns. Now, they are scattered around the continent, still with their weapons, and fomenting trouble,” President Buhari said, adding that Nigeria was taking steps to curtail the development.

A Federal High Court in Lagos on Tuesday ordered a former permanent secretary in the Ministry of labour and Productivity, Dr Clement Illoh Onubuogo, to permanently forfeit $137, 680 and N664 million to the Federal Government. Justice Saliu Seidu granted the order at the resumed trial of the former permanent secretary alleged to have been involved in the Sure – P scam. When the matter came up on Tuesday, lawyer to Onubuogo, Mr. T. S. Awana, informed the court that his client has two applications, one challenging the jurisdiction of the court and the other for discharge of the earlier order of the court granting the interim forfeiture of the properties in question. Awana however, added that since the case was a civil matter and sequel to the discussion between his client and the EFCC on the need to settle out of court, he would be withdrawing the two applications. Lawyer to the Economic and Financial Crimes Commission, EFCC, Mr Rotimi Oyedepo, in his submission, confirmed the move to settle the matter out of court and stated that he will not be opposing the withdrawals of the two motions by the defendant. He also urged the court to strike out the motions for the coast to be clear for out of court settlement. While making further submission Oyedepo told the court that based on the discussion and agreement reached between the parties, EFCC would be applying for the discharge of an earlier interim order of the court as regards two of the properties being sought to be forfeited to the government. The properties are Clement Illoh’s Mansion located at Ikom Quarters, Issala Azegba, Delta State and the property lying and situates at number 19 Madue Nwafor Street off Achala Ibuzor Road, Asaba Delta State. He then urged the court to discharge the earlier order of the court as regards the two properties only.
