Strong indications emerged on Wednesday night about the decision of six members of the House of Representatives to oppose the resolution of the House, asking President Muhammadu Buhari to remove the Inspector of Police, Mr. Ibrahim Idris, as the six lawmakers are billed to sponsor a counter motion, praying the House to rescind its resolution. Sponsors of the counter motion led by Hon Ehiozuwa Johnson Agbonayinma, are seeking an investigation of the allegations made against the IGP by relevant House committees that will thereafter report its findings within four weeks for further legislative action. According to Agbonayinma, the call for IGP’s removal is self-serving on the grounds of lack of fair hearing as the lawmakers did not hear the side of the IGP before passing the resolution. He said the prepared counter motion will be presented to the Speaker of the House, Hon Yakubu Dogara, for approval to enable him move the motion under matter of national importance at plenary today. He said: “When a motion is before the House, we need to look indepth at the matter and do the needful, but unfortunately, my colleagues allowed themselves to be swayed by emotions. “There should be fair hearing and until proven guilty, the IGP should be considered innocent. The matter should’ve been investigated and the report laid before the House to take a decision. “The allegations against the IGP are based on rumour and are not proven. Our intention is to rescind the resolution earlier passed because it’s unfair to Nigerians, to the IGP and the rule of law.” The six lawmakers that sponsors the counter motion are: Hon Ehiozuwa Johnson Agbonayinma (E.J), Edo State; Hon Abdullahi Mahmud Gaya, Kano State; Hon Muhammad Sani Abdul, Bauchi State; Hon Ayuba Moh’d Bello, Borno State; Hon Abubakar Chika Adamu, Niger State and Hon Bashir Babale, Kano State. The motion reads in part, ” The members noted that the resolution on the motion, the need to curb thuggery development in political activities in Kano and Nigeria in general which urged President Muhammadu Buhari to replace the IGP be rescinded by the House and the issues referred for proper investigation to address the issue of fair hearing. “Further noted that a decision on a critical actor in enforcement of our laws without thorough investigation would be uncomplimentary to the position of this hallowed chamber, known for fairness, equity and good purpose. ” Informed that the critical issues of the death of innocent Nigerians and insecurity problems bedeviling the nation call for all of us to bereft ourselves of emotions and agree to a comprehensive investigation, every person is guaranteed fair hearing in our constitution.” But the House on Wednesday urged Buhari to remove Idris as the IGP just as the House resolved to investigate the police chief and the Force Public Relations Officer, Jimoh Moshood, over their statements in respect of the herdsmen killings in Benue State. Similarly, the House further directed the IGP to tender an unreserved apology to Governor Samuel Ortom for the derogatory comments by the police spokesman and that the police high command relive him of his current position. Lastly, the House mandated its committee investigating the recent killings in Benue State and the pervading state of insecurity throughout the country to assess statements credited to Idris and the implications on his ability to superintend the resolution of the killings in Benue and other parts of Nigeria if found to be true. These resolutions by the House were sequel to the adoption of two separate motions sponsored by Hon Abubakar Danburam from Kano State drawing attention to the need to curb political thuggery in Kano and parts of the nation, as well as that by Hon Mark Gbillah from Benue State condemning the derogatory comments of the police spokesman on Governor Ortom and the unwillingness of the IGP to recognise, and enforce the open grazing prohibition law. Leading debate on the use of political thugs in Kano, Hon Danburam said that in order to engender political development in Nigeria’s democracy, the sponsorship of thuggery at political rallies and other organised gathering should be outlawed.

The Federal Government has announced the reappointment of a consortium of banks including Citi Group, Standard Chartered, StanbicIBTC, Whitten-Case and African Practice to handle the $2.5 billion Eurobond – External Borrowing for refinancing of the deficit component of the 2018 Budget. Minister of Finance, Mrs Kemi Adeosun, disclosed this on Wednesday to State House Correspondents in Abuja at the end of the Federal Executive Council (FEC) meeting, presided over by President Muhammadu Buhari. Adeosun, while speaking on the impact of the use of the proceeds of the $500million issued in November 2017, the proceeds of N162.50billion were used to redeem Nigerian Treasury Bills (NTBs) which matured in December 2017. “The immediate impact was a significant drop in the Bid Rates at the Auctions of both NTBs and FGN Bonds in December 2017 and January 2018.” She also disclosed that the NTBs dropped from about 16% to 13%, while the Bonds dropped from about 16-16.50% to 13.50%. According to her, “this translates to savings for Government on new borrowing while also making the cost of borrowing for the real sector cheaper since the sovereign rate serves as a benchmark for other borrowers.” This is just as government announced potential savings on the proposed $2.5billion Refinancing, estimated at N64billion per annum. “The estimated proceeds of the N762.5 billion will be used to redeem NTBs. “At estimated current NTB rates of 15% (following mop-up operations by the CBN), the savings from the refinancing of N762.5 billion of Domestic Debt using external capital raising is about N64 billion per annum,” she added. Meanwhile, the Minister of State, Aviation, Hadi Sirika, said that Council has approved the substitution of Lufthansa consulting with AMG (Airline Management Group) and Avia Solutions GE to join the other members of the consortium to provide transaction advisory services for the establishment of National carrier at the same cost of N341,200million. Sirika said: “Today Council considered a memo from transportation regarding aviation. It was a memo that was brought to substitute a member of the consortium that will provide transaction advisory services for the establishment of National carrier. And that member of the consortium is Messers Lufthansa consulting. “Council considered and approved that substitution with another company called AMG (Airline Management Group) with Avia Solutions GE to join the other members of the consortium to continue providing advisory services at the same cost of N341.200 million. “On why we substituted Lufthansa Consulting, fundamentally there are two reasons. One, that particular member of consortium, Lufthansa Consulting, in the wisdom of the council we felt that Lufthansa consulting is an appendage of the airline group and that might bring conflict of interests because Lufthansa themselves may want to join, partner or help in the process during the

The Federal Government has said that the reinstatement of the Executive Secretary of the National Health Insurance Scheme (NHIS), Prof. Usman Yusuf, will not hinder probe against him. The Minister of Information and Culture, Lai Mohammed, said this on Wednesday while fielding question from State House Correspondents on the propriety behind Yusuf’s reinstatement in spite of being under probe. President Muhammadu Buhari had ordered the recall of the ES who was suspended by the Minister of Health, Prof. Isaac Adewole, in June 2017, following allegations of of N919million fraud and gross misconduct. A panel put in place by the minister after Yusuf’s suspension later found him culpable of infractions ranging from nepotism to theft of public funds. Adewole confirmed to an online medium, The Premium Times that he got the reinstatement letter on Tuesday evening. “It is true that the president has reinstated him,” the online medium quoted Adewole as saying this while speaking on Yusuf’s reinstatement. The reinstatement letter urged Yusuf to work closely with the minister upon resumption. But the minister of information told newsmen at the end of the five-hour Federal Executive Council (FEC) meeting, that he was not aware that Yusuf was being investigated by the EFCC over any allegation of fraud. He added that Yusuf’s reinstatement would not stop any probe being carried out against him. He said, “I am not aware that the EFCC is investigating the recently reinstated Executive Secretary of NHIS but if that is the case, I don’t think his reinstatement is a bar to any investigation.” When asked why he claimed not to be aware that the NHIS ES is under investigation, he said, “I didn’t say I’m not aware of his investigation, I said EFCC. I was precise I said I am not aware that the EFCC is investigating him and that if it is true, that the fact that he has been reinstated does not mean a stop to it. That is what I said. I am not saying I’m not aware that he was suspended or any investigation is going on. The fact that he has been reinstated does not mean that the EFCC will not continue with its investigation, that is what I said.” Earlier, before the commencement of the council meeting, Vice President Yemi Osinbajo was seen discussing with the Secretary to the Government of the Federation, Boss Mustapha, Minister of Water Resources, Sulaiman Adamu, Minister of Health Prof. Isaac Adewole, Senior Special Assistant to the President on National Assembly Matters (Senate), Ita Enang, Minister of Information and Culture, Alhaji Lai Mohammed in what seemed to be connected with the reinstatement of Yusuf.

A fake lawyer who has been parading himself as a legal practitioner for the past 15 years have been arrested by men of the Lagos State Police Command. The fake lawyer identified as Barrister Chris Elisha was arrested on Tuesday February 6th, 2018 at the Ojo Magistrate Court. Our correspondent gathered that Elisha who had appeared on behalf of an accused person found it difficult to move a motion for the variation of the bail condition of his client. According to the Lagos State Police Public Relations Officer, SP Chike Oti who confirmed the arrest, the lapses in Elisha’s presentations did not go unnoticed by one Barrister Nnamdi Nwafor who challenged his qualification. Oti said, “Nwafor , a newly qualified lawyer that is yet to cut his teeth at the bar would have been able to move a motion without qualms. “The hot argument between both men attracted the attention of other lawyers and the Court duty police men. “The officers took the suspect to the nearby Ojo Police Station where he confessed that he is a mere ‘charge and bail lawyer’ who had been practising for the past fifteen years. ” He claimed he was more into corporate law practice and does little of litigation. He stated further that he read law at Eastern Ukrainian University, in the former Soviet Union but had no certificate to show for it.” It was also learnt that the suspect is a native of Avodim Ubakala in Umuahia south local government area of Abia state. The Spokesperson further stated that the suspect is currently undergoing interrogation at the X- Squad Section of the State Police Command Headquarters and would be charged to court at the conclusion of investigation. “In view of the above development, the Commissioner of Police , Lagos state, warned that police men are in every nook and cranny of the state and have been mandated to apprehend anybody perpetrating illegality no matter how highly placed,” he said. He further admonished professional bodies to double check their members in order to fish out the quacks in their midst.

Flagging-off the two-day medical outreach yesterday, the Air Officer Commanding [AOC] of GTC, Enugu, AVM Sampson Akpasa, said that the Nigerian Air Force takes pride in fostering good relationship with people and its host communities. Akpasa, who was represented by Air Commodore Abdullahi Kassimu, said that since the Nigerian Air Force would be setting up a GTC Command near the village in few days; the medical outreach was meant to enlighten them to know that Nigerian Air Force means well for them. “The Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar, has made it mandatory and possible that all Nigerian Air Force command, base and unit must relate well with their host communities. “He has instrument us to foster good community relationships and ensure that our host communities or villages understand that we mean well for them. “That Nigerian Air Force is here to support them and make their lives and communities or villages better,’’ he said. Reacting, the Traditional Ruler of the Village, Igwe Okechukwu Johnson, thanked the Nigerian Air Force for bringing the medical outreach to his people. Okechukwu commended the officers and airmen for the peaceful relationship between the village and the Nigerian Air Force all these years; adding; “It can only get better’’.
