Strong indications emerged on Saturday that there would be stormy sessions during Tuesday’s proceedings at both chambers of the National Assembly over the decision by the Federal Government to withdraw $1bn from the Excess Crude Account, to fight insurgency.

Principal officers of the Senate and the House of Representatives, in separate interviews with SUNDAY PUNCH on Saturday, confirmed that the issue would be discussed at both chambers.

Senators and members of the House of Representatives, who spoke with our correspondents, vehemently, differed on the decision by the National Economic Council to withdraw $1bn from the ECA to fight Boko Haram.

While some members condemned both the amount and the procedure for withdrawing it, others expressed reservations about the legality of taking the money from the ECA without the approval of the National Assembly.

The Senate had on November 7, 2017, resolved that the ECA, which was created by the administration of former President Olusegun Obasanjo in 2004, was illegal and should be abolished.

Deputy Senate President Ike Ekweremadu has said the ‘desperate search’ for oil in the Lake Chad, Sokoto and River Benue basins was prompted by the fear of restructuring.

Ekweremadu said this while presenting the third edition of the Adada Lecture Series, organised by the Association of Nsukka Professors, at the University of Nigeria, Nsukka.

His paper was titled ‘Restructuring and the Nigerian youth.’

According to him, oil revenue will soon lose its relevance as electric cars take over from petrol- and diesel-powered vehicles.

Ekweremadu said, contrary to fears held by some sections of the country that they would lose out if the country was restructured, the entire nation would benefit from restructuring.

He said, “Some are afraid of survival under fiscal federalism. They feel they are better off with free monies from Abuja, which could actually be a pittance compared to what they could generate if they begin to access the bountiful wealth buried in their soils.

“I have also noticed a desperate search for oil in the Lake Chad, Sokoto, and Benue River basins in recent times, obviously spurred by the campaign for restructuring.

“But it is an unfounded fear. The days of oil are numbered. It is the least strategic wealth we have now.  Many countries have found oil in large quantities, including those that used to patronise us for oil.  Importantly, many nations are already phasing out petrol and diesel engines.

“In July 2017, the United Kingdom announced plans to stop the production of petrol- and gas-powered cars from 2040.  France has also unveiled plans to ban the sale of petrol and diesel cars from 2040.

President Muhammadu Buhari will be marking his 75th birthday on Sunday (today) without any fanfare, SUNDAY PUNCH has learnt.

Our correspondent learnt on Saturday that the President had cancelled the usual military parade by the Presidential Guards Brigade.

It was learnt that while the birthday could be described as a landmark, it was the wish of the President to mark it with his close family members only.

A government official however said that notwithstanding the President’s wish, some of his close aides and top government officials would still find a way of “honouring and appreciating him on his birthday.”
