President Muhammadu Buhari, this morning in his New Year address to the nation, rolled out ambitious rail, road and power projects to be executed in 2018.
The president devoted his address mainly to informing Nigerians about the intense efforts his administration was making to address the country’s huge infrastructural deficit.


 
He assured Nigerians that the federal government was going to make significant in-roads in advancing road, rail and power projects across the country. 
“The Ministry of Power, Works and Housing is one of the drivers of this Government’s commitment to renew and increase Nigeria’s stock of infrastructure in order to achieve global economic competitiveness as targeted under the Economic Recovery and Growth Plan.
“With regards to railways, we have set ourselves ambitious targets. Already in construction stage is the Lagos-Kano Standard Gauge Railway,” the president said.
Buhari said the line should reach Ibadan from Lagos by the end of 2019 and would carry two million passengers per year. He said five million tons of cargo would be transported every year giving a substantial boost to the country’s economy.
The president said the construction of the Kano – Kaduna segment is expected to commence this year and reach Kaduna by the end of 2019. “By the end of 2021 the two ends will be joined so that we will have standard gauge railway across the main North-South trading route.
“The Abuja – Kaduna route will be boosted by additional rolling stock next Thursday and will be able to handle one million commuters annually,” he said.
He said negotiations would be concluded in the first part of this year for the Port Harcourt to Maiduguri line covering Aba, Owerri, Umuahia, Enugu, Awka, Abakaliki, Makurdi, Lafia, Jos, Bauchi, Gombe, Yola and Damaturu.  The Abuja to Itakpe line will go through Baro and terminate in Warri with construction of a new seaport at Warri, he said.
Buhari said negotiations were also advanced for the construction of other railway lines, firstly from Kano to Maradi in Niger Republic passing through Kazaure, Daura, Katsina, Jibia to Maradi.
“Secondly, Lagos to Calabar the ‘Coastal Rail’ through Ore, Benin, Agbor, Asaba, Onitsha, Sapele, Ughelli, Warri, Yenagoa, Otuoke, Port Harcourt, Aba, Uyo and Calabar,” he said, assuring that in the next few years, all these Nigerian cities would be linked by functional modern rail systems, giving enormous boost to the social and economic life of the citizenry.

The Monetary Policy Committee (MPC) of the Central Bank of Nigeria (CBN) responsible for monetary policy direction of the country may not hold this month, if the committee members don’t form a quorum. 
Statutorily, the MPC comprises 12 members, the CBN governor (chairman), the four deputy governors, two members of the CBN board of directors, three members appointed by the president and two members appointed by the governor.


 
Its quorum is of six members, “two of whom shall be the governor and a deputy governor, or two deputy governors”. 
The MPC meeting, usually held once in two months to set the interest rates and other key rates, starting from the month of January, all things being equal.  
The monetary policy committee is the highest policy making committee of the CBN mandated to, (1) review economic and financial conditions in the economy, (2) determine appropriate stance of policy in the short to medium term, (3) review regularly, the CBN monetary policy framework and adopt changes when necessary and (4) communicate monetary/financial policy decisions effectively to the public and ensure the credibility of the model of transmission mechanism of monetary policy.
However, if the senate fails to confirm some of the nominee sent by president Buhari, this critical meeting may not hold in January as the committee may not form a quorum required by law for the meeting to take place. This is because just five members of the committee are currently available. 
Mr. Suleiman Barau the CBN deputy governor (operations), retired from active service. Another deputy governor, Adebayo Adelabu (corporate services), has also been served notice of disengagement from the CBN our correspondent gathered. 
Recall too that Mrs. Sarah Alade, who was deputy governor for economic policy, had in March 2017 retired and her replacement - Aisha Ahmad - is yet to be confirmed by the Senate since her nomination in October 2017.
Also recall that in April, President Muhammadu Buhari announced the appointment of Ummu Ahmed Jalingo, Justitia Odinakachukwu Nnabuko, Mike I. Obadan, Abdu Abubakar and Adeola Adetunji as non-executive directors of the CBN board. In October, he nominated Adeola Festus Adenikinju, Aliyu Rafindadi Sanusi,  Robert Chikwendu Asogwa and Asheikh A. Maidugu as new members of the MPC but they are yet to be approved by the Senate.

The Nigerian Air Force (NAF) has released the posting and redeployment of a total of 41 senior officers comprising 19 Air Vice Marshals (AVMs), 14 Air Commodores (Air Cdre), four Group Captains (Gp Capt), 2 Wing Commanders (Wg Cdr) and two Squadron Leaders (Sqn Ldr). 
The spokesman of the NAF, Air Vice Marshal Olatukunbo Adesanya, said in a statement, “The postings and redeployment came as a result of the recent promotion of senior NAF officers to the next higher ranks. Though a routine exercise, the posting exercise is aimed at ensuring that the NAF is effectively manned for operational efficiency and effectiveness.”


 
He said ​prominent among those affected by the new postings are AVM Lawal Alao who is now the Commandant of the Armed Forces Command and Staff College, Jaji and AVM Olusoji Awomodu, who has been appointed as the Director Manning & Establishments at the Defence Headquarters. 
He added that AVM Bello Garba had been redeployed as the Chief of Logistics at Headquarters NAF (HQ NAF) whiled AVM Mahmoud Ahmed had taken over as Chief of Administration, also at HQ NAF. 
Other appointments include those of AVM Mohammed Suleiman as the Senior Air Staff Officer (SASO) at Headquarters Tactical Air Command, Makurdi, AVM Samuel Babalola as the Director of Personnel Management at HQ NAF, AVM Tunde Awoyoola as Deputy Chief of Defence Space Agency and AVM Haruna Mohammed as Commandant Air Traffic Services Training Centre. Likewise AVM Sambo Usman has been appointed as Group Managing Director of NAF Holding Company, AVM Remigus Ekeh appointed as the Director of Evaluation at HQ NAF while AVM Paul Dimfwina becomes the Coordinator Project Implementation and Monitoring Committee at HQ NAF.
