AS President Muhammadu Buhari prepares to meet stakeholders today in Aso Rock, to find lasting solution to the nation’s prolonged fuel crisis, the Senate Committee on Petroleum Downstream has blamed the Nigerian National Petroleum Corporation, NNPC and marketers for the development. Committee Chairman, Senator Kabiru Marafa, stated this, yesterday,  in Gusau, Zamfara State, during an oversight assignment in the state. Marafa, who was accompanied by a member of the committee, Abdullahi Danbaba, said the inspection was part of the assignment given to the committee by Senate President, Dr Bukola Saraki. “I have directed all members of this committee to go back to their constituencies to investigate the problem at the grassroots so that we take appropriate measures to address the scarcity. “We visited NNPC zonal depot in Gusau to find out the quantity of fuel supplied to the depot and we noticed short supply of the commodity. We are going to present our findings to the Senate. It is very disturbing to see the suffering faced by people due to fuel scarcity in the country. “We questioned the NNPC over this issue because the Group Managing Director of the NNPC, Maikanti Baru, said they had doubled the quantity of daily supplies of the product, but it is not available to the public. “Another unfortunate thing is the attitude of our filling stations’ owners, who sell this commodity to the public. They are involved in one or two malpractices. In fact, out of the filling stations we visited, only two have complied with the government directives in this regard.” Marafa commended the Department of Petroleum Resources, DPR, field officers in the state for ensuring compliance at the filling stations. The senator urged DPR to sanction filling stations involved in hoarding and selling above approved government price of N145 per litre.

In an outright rejection of the allegation of padding the yet-to-be passed 2018 budget, the executive arm of government, yesterday, described as spurious and mischievous, claims by some members of the National Assembly that the budget submitted to them by the Presidency was padded and full of errors. The government also defended its implementation of the 2017 budget, saying it had already achieved more than what was done within the same period in 2016 by releasing over N1.2 trillion of the capital votes for the 2017 budget despite the late passage of the Appropriation Bill by the National  Assembly.
It will be recalled that the 2017 budget, which was presented to the NASS in November 2016, was belatedly passed into law on June 12, 2017. A top Federal Government official, who defended the performance of the budget in a document obtained by Vanguard in Abuja, yesterday, said the performance of the 2017 budget was affected by what the government called ‘unforeseen and extraneous factors’ but did not say who caused or created the factors. The official noted: “The perceived poor implementation of the 2017 budget is not as a result of lack of capacity but because of unforeseen and extraneous factors. “First and foremost, the 2017 budget was affected by the late passage of the Appropriation Bill. Nevertheless, this affected only the capital aspects of the budget, as the statutory transfers, recurrent expenditures and debt service had been fully met in line with the budget. “Cumulatively, N1.2 trillion was released for capital expenditure under the 2017 budget as at December 2017, after only six months of implementation. This amount is almost equivalent to the total release for the 2016 budget, which ran for 12 calendar months. “The expenditure under the 2017 budget, therefore, remains on track given its late approval on June 12, 2017 and the associated delays as a result of mandatory procurement processes.”

SOME eminent Nigerians, elder statesmen, the opposition Peoples Democratic Party, PDP, and the Nigeria Labour Congress, NLC, yesterday, dissected President Muhammadu Buhari’s New Year speech and returned as grim verdict. While the PDP described the speech as depressing, Southern and Middle-Belt leaders forum as well as former governor of Kaduna State, Alhaji Balarabe Musa, faulted the President on his stand that the process rather than restructuring is the problem of the country, insisting that the country must be restructured urgently to engender growth and development.

Former Ambassador of Nigeria to the Federal Republic of Germany, Professor Tunde Adeniran; Constitutional lawyer, Mike Ozekhome, SAN; former President, Aka Ikenga, Chief Goddy Uwazuruike; and former Political Adviser to ex-President Olusegun Obasanjo, Chief Akin Osuntokun, underscored the need for restructuring, arguing that the failure of Buhari’s government is a testimony to the indispensability of restructuring. Also the Nigeria Labour Congress, NLC, through its General Secretary, Dr. Peter Ozo-Eson, described the President’s  claims that blackmailers are responsible for fuel scarcity as untenable.
