The Army is deploying troops to six states - Benue, Taraba, Kogi, Nasarawa, Kaduna and Niger - to curb herdsmen/farmers clashes, kidnapping, cattle rustling and robbery in those areas.
Chief of Army Staff, Lieutenant Tukur Yusuf Buratai, in a press briefing yesterday said the six-week exercise will begin next Thursday.

 
Code named “Exercise AYEM AKPATUMA” (cat race) the operation is part of the army’s constitutional role to aid civil authorities, he said.
Represented by the chief of Training and Operation, Major General David Ahmadu, the Army Chief said the exercise will be conducted by troops from 1 and 3 Divisions. He said all governors of the affected states had already been notified of the exercise. Buratai said Exercise “AYEM AKPATUMA” has become more expedient since security challenges have continued unabatedly in those states despite the efforts by other security agencies to curb them.
He added that the exercise will be conducted in conjunction with other security agencies such as Department of State Services, the Nigeria Police and Nigeria Security and Civil Defence Corps. 
 “It will also afford the troops an opportunity to effectively checkmate the dreadful activities of the marauding criminal militias perpetrating criminal acts in these states and environs. 
“Brigade Headquarters will be set up in each of the six states with emphasis on raids, cordon and search operations, anti-kidnapping drills, road blocks, check points and show of force, as well as humanitarian activities such as medical outreach,” he said. 
He called on the residents of the affected states not to panic as the security, safety and well-being of innocent and law abiding citizens have been deliberately factored in the planning of the exercise. 
He said: “Thus, the general public is requested to remain vigilant and be security conscious, as suspected criminals may be fleeing from military operations in these areas and finding safe haven amidst their communities. 
“The public is also reminded to report any suspicious activity or movement to the nearest military formation or other security agencies for prompt action.”
In January, the Presidency announced the Army had deployed Special Forces to Benue, Taraba and Nasarawa States. It said on its Twitter handle, @NGRPresidency, that this was to secure vulnerable communities and prevent further attacks in the three states. 
Army spokesman, Brigadier General Sani Usman, also at the time confirmed the deployment to the three states which he said was to check the menace of herders and farmers clashes.
President Muhammadu Buhari also last month ordered the Inspector General of Police to move to Benue, to restore law and order and forestall the crisis.

The Independent National Electoral Commission (INEC) has said it will transmit the results of the 2019 general elections electronically through the Nigerian Communications Satellite Limited (NIGCOMSAT).    
To this end, INEC has sought NIGCOMSAT’s help to use its Sat1-R satellite to electronically transmit the results immediately after counting at each polling unit across the country.

 
The Chairman of INEC, Prof. Mahmood Yakubu, disclosed this during a working visit to NIGCOMSAT headquarters in Abuja yesterday. 
The INEC delegation, which was received by the Managing Director of NIGCOMSAT, Abimbola Alale, and other management staff of the agency, toured the agency’s facilities for about 15 minutes. 
Prof. Yakubu, who said he was impressed with what he saw in the country’s satellite communication agency, stated that INEC was committed to deepening the deployment of technology in elections.
He added that through NIGCOMSAT’s satellite and connectivity provided by telecom operators, the results of elections of each of the 119, 973 polling units nationwide would be electronically transmitted on the spot and in real time, including the scanned images of result sheets.
Aside from this, the INEC chairman also said the commission wanted NIGCOMSAT to help in voter education through electronic message display as the 2019 elections drew nearer. 
“It is for this reason that we wish to leverage on the capacity of NIGCOMSAT to provide a wide range of telecommunication services. In particular, your broadband service offers a tremendous flexible bandwidth capacity that can be deployed almost anywhere and in a short period of time, including hard-to-reach and temporary locations,” he said. 
In her remarks, Ms. Alale said NIGCOMSAT was ready to partner with INEC in transmitting election results to every nook and cranny of Nigeria.
NIGCOMSAT’s Sat1-R, she said, was capable of covering and transmitting live and in real time all that transpired during the elections.

The Kano State chapter of the Peoples Democratic Party (PDP) will appeal the verdict delivered by a Kano State High Court on Tuesday on the fees charged for contest forms in the state’s local government elections scheduled for February 10, 2018.
The PDP Chairman in the state, Senator Mas’ud El-Jibril Doguwa, told Daily Trust yesterday that appealing the judgement was necessary in order to save democracy and the electoral system.

 
Doguwa said, “We are going to appeal the verdict to stop future abuse of democracy and electoral system where government in power will put high levies on opposition political parties in order to frustrate them. If we allow this to go unchecked, subsequent governments will continue to impose high levies on political parties during elections.
“We have discovered that the commission has distributed free contest forms and given some token amount of money to some opposition political parties to enable their candidates contest in the forthcoming local government elections. The commission wanted to use PDP’s money to conduct the LG elections,” he alleged.
Doguwa said the Kano State Government should not expect PDP to pay “such an exorbitant amount under the current harsh economic situation which the APC-led government put Nigerians into.”
He also faulted the Kano State Independent Electoral Commission’s (KANSIEC’s) stand on the announcement of elections, saying there was no place in the Electoral Act that said election results should not be announced until after two days.
On whether PDP would participate in the elections on Saturday, he said the party would soon make its stand known to the public.
The Acting Chief Judge of the state, Justice Nura Sagir, on Tuesday, dismissed PDP’s case challenging KANSIEC regarding the charges of contest forms and tax clearance.
The commission had announced N250, 000 and N150, 000 as charges for contest forms and tax clearance for chairmanship candidates and N150, 000 and N110, 000 for councillorship candidates.
