A fresh national debate has been stirred after an ad-hoc committee constituted by the All Progressives Congress, APC, made recommendations on the restructuring of the country. The panel, headed by Governor Nasir El-Rufai of Kaduna State, presented its recommendations to the National Chairman of the party, Chief John Odigie-Oyegun, last week, in Abuja, at a ceremony designed to draw much publicity.
The inclination to publicise the event was not surprising as the party had, last year, shot itself in the foot after its National Chairman and other senior officials appeared to distance the party from the restructuring of the country despite the fact that the issue was a prominent item in its 2015 elections manifesto. It was undeniably an attempt to repair the damage that the party in June 2017 announced plans to constitute the committee to articulate its position on restructuring which was, at that time, the topical issue in the country. Following its inauguration, the panel conducted public hearings across the country following which it presented its recommendations to the APC last week in Abuja. The summary of its recommendations include the devolution of powers that would see the transfer of certain items from the Exclusive Legislative List to the Concurrent List. Also recommended is the transfer of control over minerals, including oil, policing, prisons, among others, to states. Understandably, the recommendations have generated sharp reactions from across the polity with some of the country’s leading political and civil society leaders mostly receiving the recommendations with enthusiasm. However, among a critical audience, there is a perception that the APC has been pressed to the wall and certainly because of political considerations. That argument was especially buttressed by the assertion by President Muhammadu Buhari at the beginning of the year that what the country needed was not restructuring but a perfection of the processes guiding the present system! His position, nonetheless, reactions from across the polity were sharply divided: Former presidential adviser, Akin Osuntokun, also a leader of the Coalition for Nigeria Movement, CNM, said the APC was trying to sell a political dummy. “They are selling a political dummy in an awkward attempt to manoeuvre out of their present political vulnerability. I think they are in a panic over a completely self – inflicted crisis wrought by ignorance and compounded by arrogance. What they are doing with this Greek Gift is a cheap and common stratagem to buy time and muddy the waters. There’s nothing in the history and body language of these people that suggests any intention than duplicity”, Osuntokun said. 

Buhari should implement recommendations – Yakasai 

Elder statesman Tanko Yakasai wants the Federal Government to implement the recommendations of the El Rufai committee before the 2019 general elections. “If the recommendations of the 2014 National Conference had been subjected to a White Paper Committee by either the previous or the current administrations, the conclusion of the El-Rufai Committee could have been arrived at much earlier”, Yakassai said. “The recommendations of the 2014 National Conference were classified into three categories: One, those that require constitutional amendment; two,those that require enactment by the National Assembly and assent by the President, and; three, those that require only policy initiative and implementation. “I appreciate the foresight of the National Working Committee of the APC led by a veteran bureaucrat, Chief Oyegun, for deploying the strategy for which bureaucrats are well-known and respected all over the world, to steer the nation through this debate without bitterness and rancor. “Since the conclusion of the 2014 National Conference, there have been discussions    to fine-tune our Constitution and see how it will conform to the present day political reality in this country.” Yakasai, therefore, appealed to Nigerians to lend their support to the recommendations of the El-Rufai committee, as he urged members of the National Working Committee and members of the National Executive Committee of the APC as well as members of similar organs of other political parties in Nigeria to lend their support to the recommendations”. He expressed delight that “members of the National and state Assemblies who are vested with the powers to change the constitution have been, all along, up and doing, trying to move side by side with the mood of the nation on the issue of the realignment of the constitution with the existing reality.” 

APC Cannot Restructure Nigeria – Opara 

Austin Opara, who served as Deputy Speaker of the House of Representatives between 2003 and 2007, claims that the APC would not restructure the country as requested by the different ethnic nationalities, adding that only the Peoples Democratic Party, PDP, can achieve the feat. “In democracy or leadership, an effective leader should be responsive to the feelings of the followers. That is what will make you a good leader. Across the country, there is a clamour for restructuring. There is so much power at the centre. Devolve power to the federating units. It is important for the leadership of this country, the presidency, and his team to harken to the yearnings of those they are leading”, he said. “Restructuring is holistic; it should not just be the police or revenue it should be total. It is what we are calling for, and APC cannot give it to Nigerians. If the PDP gets power, Nigeria will be restructured. Anybody that ascends to power and refuses to address the issue of restructuring will be removed. PDP will have no choice than to restructure the nation.” Committee report, not a campaign tool — APC Meanwhile, the APC has assured Nigerians of its readiness to see through the panel’s report, saying accusations that it intends to use it as a 2019 electioneering campaign tool were false. The party specifically queried why and how the opposition Peoples Democratic Party PDP lost the 2015 general elections having organized its own national conference the previous year. “How does that (report) win you an election? If the APC promised restructuring in its manifesto, so because election is coming we should not do it again? I mean, the people that really matter are taking it seriously. The south-south people and even a former president have said if it is implemented, it will change the fortunes of the country. “If they said we are using it for the elections, why did they not win the 2015 general elections, after all they organized a national confab in 2014. It is preposterous and we are not disturbed by their antics”, said Mallam Bolaji Abdullahi, APC’s National Publicity Secretary. The committee itself has dismissed insinuations that its existence was merely a ploy to buy time or bury the agitations.  

Mixed reactions by members of the House of Representatives 

Meanwhile, some members of the House of Representatives expressed missed reactions to the recommendations of the El-Rufai committee. Adopt the confab report and stop this hypocrisy- Rep. Ogun, PDP, Edo Rep. Sergius Ogun said there was no transparency in the work of the APC committee. “I don’t believe them because their members massively voted against devolution of power last year when we conducted the amendment process here”, he said. “All they needed to do is to adopt the Confab report of 2014 because all they are now advocating in the APC report were contained therein. “Are they going to wait for the 9th Assembly to work on it or this is just a cosmetic approach to win votes in 2019”.

Associates of Chief Olusegun Obasanjo, yesterday, insisted that the issues of non-performance raised by the former President against the administration of President Muhammadu Buhari are real, contrary to the claims by some sympathisers of the regime. “We know that, as a nation, we can do better than we currently do. So let us focus on the issues and how to adequately address them to improve our collective lot”, Mr Donald Duke, one of the associates who spoke on behalf of the Coalition for Nigeria Movement (CNM), spearheaded by Obasanjo, said.

Duke, one of the high profile politicians present at the launch of the CNM in Abuja, last week, lashed out at the critics of the Obasanjo-led coalition. Asked by Sunday Vanguard whether the claim by the critics of the CNM that the former President was self-serving in floating the body, Duke, a former governor of Cross River State, said: “I don’t think so; moreso the issues raised in his (Obasanjo) letter are real”. Obasanjo had, in an open letter to Buhari, penultimate  Tuesday, called for the CNM on the grounds that the ruling All Progressives Congress (APC) at the federal level and the opposition Peoples Democratic Party (PDP) had failed the nation. He told Buhari not to seek re-election in 2019 as events of the past two and a half years had shown that he is incapable of resolving the problems facing the nation. Both political parties rejected the former President’s claim. Specifically, some leaders of the APC, including the National Leader, Asiwaju Bola Ahmed Tinubu, and a former governor of Edo State, Comrade Adams Oshiomhole, joined issues with Obasanjo. Whereas Tinubu said the former President was politicising issues ahead of the 2019 election, Oshiomhole pointed out that Obasanjo had no right to advise Buhari . Meanwhile, CNM was launched in Abuja last Wednesday. Duke spoke on the public presentation in an interview with  Sunday  Vanguard at the weekend, dismissing the claims by critics against the Movement. Excerpts of the interview: People were surprised to see you at the Third Force rally. What informed your decision to be part of it? The event was the launch of the Coalition Nigeria Movement not a third force rally and I chose to be a part of it for very obvious reasons. Nigeria is in dire straits and Nigerians need to come together and chart the way forward for the Country. Nigeria is not going to get better except we come together to change the narrative and the situation. In some quarters, it is believed that the proposition by OBJ is self-serving. How do you react to that? I don’t think so, moreso the issues raised in his letter are real. We all know we can do better than we currently are, so let’s focus on the issues and how to adequately address them to improve our collective lot. It is believed OBJ is not liked even in the South-West, many can’t trust him not to talk of Northerners or South Easterners. Many say this may rub off negatively on the coalition. Do you agree? As stated, the issues reverberate with all of us irrespective of our geopolitical zones and I think that should be the focus. The coalition as the name connotes, is meant to create a platform to enable us come together regardless of our political leanings or ethnicity to properly articulate our issues, we won’t achieve that by dwelling on who likes what or whom. How widespread are the coalition’s mobilization efforts to ensure national outlook & do you think the coalition can muster enough strength to face PMB? The focus is to bring everyone on board so we intend to reach every Nigerian. On your second question, the plan is to push for a better standard of living for all Nigerians through a leadership that puts in place a social safety net for all Nigerians. You have indicated interest in 2019. How do you achieve this vis a vis Presidency zoned to the North? Well, I have indicated interest and not formally declared my intention to run for President, but as I have always stated, we should always put our best foot forward and meritocracy should be the basis of recruiting leadership at all levels of governance. Besides, there’s no provision for zoning in the Nigerian Constitution which is the fundamental law of the land from which all other laws or rules should draw legitimacy.
