As the 2019 general election draws nearer, the Peoples Democratic Party (PDP) has admitted that its 16 years in power was characterised by misrule and impunity. LEADERSHIP reports that the former ruling party had always denied that it misled the country while it was in office, always claiming that it had done well with the mandate it held from 1999 to 2015. The present administration has been accusing the PDP of running a corrupt administration, looting the country and ruining the economy before it was voted out of office three years ago. But the party has now admitted that it made mistakes while it held sway and consequently apologised to Nigerians for failing them. PDP national chairman, Prince Uche Secondus, who begged Nigerians on behalf of the party at a party gathering in Abuja, said: “We are sorry. We have made several mistakes.” Speaking at the meeting tagged ‘a Public Discourse on Contemporary Politics and Governance in Nigeria’, Secondus explained the party, in the past, engaged in impunity and imposition of candidates among other faults. “In the past, there were impunity and imposition. We are not spirits; we have to be humble to apologise for imposition, impunity and other wrongdoings. “We have to stand before the people and apologise. We made mistakes. Unlike All Progressives Congress (APC) that will lie and use another lie to cover it, we will apologise for our past mistakes. We are humans that are bound to make mistakes. How long are we going to lie to our children? “Since it is said that charity begins at home, I am the very first to admit that our party, the Peoples Democratic Party of Nigeria, made many mistakes. Consequently, we were roundly sanctioned by Nigerians, occasioning our loss at the polls in 2015. “Let me seize this opportunity to apologise to Nigerians unequivocally for the several shortcomings of our party in the near and far past. It was all part of an evolution process without which there can be no maturity,” he said. According to him, at 20, the PDP is more mature to deliver on the needs of Nigerians, adding that the new agenda was to move the party from what it used to be to what it ought to be. He, however, criticised the current administration for perceived bias in the polity, saying, “while (PDP was) in government, there was no nepotism, but today nepotism has been taken to the highest level by this government of APC.” The party national chairman, however, gave the assurance that on his watch, the party will abandon it former evil ways, like the imposing candidates on the members and the electorate. He stated that the party’s primaries, including the presidential, would not be influenced by any one individual or clique. “Under our watch, there will be no imposition of candidates and no impunity. My colleagues and I at the National Working Committee have vowed to uphold the rule of law as enshrined in our party constitution. “Power has been devolved to the zonal, state and ward levels. PDP national headquarters at Wadata House, Abuja, will only co-ordinate affairs. There are no votes to be solicited or won at Wadata House. We are committed to the rule of law and I assure you that not only will your votes count in our primaries across the land, I assure you that your voices will be heard,” he told party members.

Nigeria, yesterday, intensified it’s bid to recover stolen funds as it signed two economic instruments on relations with the  governments of Switzerland and that of the Republic of Singapore. The special adviser on media to the  president, Femi Adesina said one of them was the Instrument of Ratification of the Memorandum of Understanding (MoU) among the Government of the Federal Republic of Nigeria; the Swiss Federal Council and the International Development Association on the Return, Monitoring and Management of Illegally-Acquired Assets Confiscated by Switzerland and to be Restituted to the Federal Republic of Nigeria. The second, he said, was the Instrument of Ratification of the Agreement between the Government of the Federal Republic of Nigeria and the Government of the Republic of Singapore for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with Respect to Taxes on Income and Capital Gains. “With the execution of these instruments, Nigeria’s trade relations with Singapore and income therefrom are expected to rise. “While the return of illegal assets will not only boost the administration’s anti-corruption drive, but also provide additional funds for critical infrastructure,” he added. Nigeria Turbulent In Last 3 Years –PMB Meanwhile, President Muhammadu Buhari has described the country’s experience in the last three years as “a very turbulent one.” He noted, however, that the country’s critical jobs creating sector, which was neglected in the past decades, “is now beginning to yield results.” Buhari spoke yesterday at the presidential villa, Abuja, when he inaugurated the National Food Security Council which he chairs. He said: “Two weeks ago, I announced my intention to establish and chair a presidential-level committee that focuses on food security; I am happy that today it has become a reality. “Nigeria’s journey in the last three years has been a very turbulent one. The country’s need for critical job creating sectors, which had been ignored for decades, is now beginning to yield results.” According to the president, since the inauguration of his administration in 2015, he had initiated many intervention programmes to facilitate employment and ensure food security in the country. “These programmes and many more have started yielding results and, if sustained, will transform the lives of millions of Nigerians across the country,” he said.

The Treasury Single Account (TSA) has so far recorded accruals to the sum of N8.9 trillion accrued since the introduction of the policy in 2015. Minister of finance, Kemi Adeosun, who revealed this yesterday at the House of Representatives investigative hearing on the money accrued into the TSA, also disclosed that a total sum of N480 billion is being saved annually through the account. The minister, who was represented by the accountant general of the federation (AGF), Ahmed Idris, further hinted that over N70 billion was lost to leakages through 17,000 accounts being operated by MDAs prior to the implementation of the TSA policy. She added that the revenue was remitted through main accounts of 1,634 MDAs and 3,118 sub-accounts captured in the TSA as at March 22, 2018. The minister told the lawmakers that President Muhammadu Buhari had given approval for the exemption of some accounts, including West African Examination Council (WAEC) and Joint Venture Accounts of Nigerian National Petroleum Corporation (NNPC), because of other partners involved in the operations of the accounts, which are being operated with certain Deposit Money Banks. To avoid manipulation of the TSA, Adeosun said the committee set up to monitor performance of the TSA policy with the view to ensuring compliance had submitted its interim report and is expected to conclude and submit its final report within four weeks. According to her, the policy became effective in compliance with the provisions of sections 80 and 162 of the 1999 Constitution (as amended) and enforced through circular with Ref. No: 428/S1/120 of 7th August, 2015. She stated that the apex bank used its enforcement power to compel erring MDAs to comply with the TSA policy. On the cost associated with the implementation of the TSA policy, she noted that fund was appropriated in the 2017 Appropriation Act and 2018 budget estimates presently before the National Assembly. She however was unable to give the actual amount provided under the Service Wide Vote.
