In what appeared to reflect the concerted efforts to revamp the economy, Credit to Private Sector has appreciated by 2.8per cent to N22.6 trillion in February from N21.9 trillion in January. This development was made available to The Daily Times by the Central Bank of Nigeria (CBN). The increased lending by commercial banks to Private sector is coming on the heels of real annual growth rate by 0.83 per cent in 2017, higher by 2.42 per cent than -1.58 per cent recorded in 2016. The stability in foreign exchange market also aided commercial banks lending to real sector of the economy. The apex bank Money and Credit Statistics revealed that credit to private sector in last year January and February was at N21.88 trillion and N22.2 trillion respectively. The CBN data stated that private sector lending to real sector stood at N22.37 trillion as at February 2017. Over Banks lending, the CBN in February said Manufacturing Purchasing Managers’ Index (PMI) closed February at 56.3 index points from 57.3 index points in January. The 56.3 index points indicated expansion in the manufacturing sector for the 11th consecutive months, the report by CBN said. The CBN uses Production Level, New Orders, Supplier Delivery Time, Employment Level and Raw material Inventories to measure PMI monthly According to CBN, PMI index however grew at a slower rate, when compared to that in the previous month. Analysts who spoke to our correspondent said banks are investing in the Oil & Gas sector over improved global oil prices. The NBS in a report noted that banks’ lending to Agriculture sector continued to drop, while banking investment in the Oil & Gas increased significantly. On domestic assets creation, Net Domestic Assets (NDAs) gained 2.1 per cent to N17.3 trillion from N16.9 trillion in January accompanied by a four per cent m-o-m increase in Net Domestic Credit (NDC) to N269 trillion in February from N25.8 trillion in prior month. The Statistics by CBN disclosed that Credit to Government gained 11 per cent to N4.3 trillion from N3.86 trillion in January. The increase in credit to the Government was, in part, informed by the sustained preference for safe assets by lenders due to relatively high yields. The decline in headline inflation to 14.33 per cent in February, according to National Bureau of Statistics (NBS), also followed moderation in money supply as Broad Money increased to N24 trillion in February from N23.8 trillion in January 2018. Net Foreign Assets (NFA) moved to N14.4 trillion in February, a drop of three per cent to N14.9 trillion as foreign exchange reserves position to average $42 billion as well as increase in Foreign Portfolio Inflows (FPIs). On the other hand, increase in Broad Money followed a 0.1 per cent decrease in Narrow Money to N10.73 trillion (of which Demand Deposits fell by 0.2 per cent to N9.20 trillion) to more than offset a two per cent m-o-m increase in Quasi Money (near maturing short term financial instruments) to N13.3 trillion. Meanwhile, Reserve Money (Base Money) moderated m-o-m by 6.4 per cent to N6.4 trillion from N6.06 trillion in January as bank reserves tanked m-o-m by 10.5 per cent to N4.16 trillion. However, currency in circulation fell m-o-m by 0.42 per cent to N1.94 trillion from N1.95 trillion in January.

Folio Communications Limited has said that with all the money in the world and political connections, former Senator Ikechukwu Obiora cannot and will never take over the ownership of Daily Times of Nigeria because he has no title to any company with such a name. Folio was reacting to information it received that Obiora has written to Nigeria Internet Registration Association (NIRA) demanding that Daily Times online platform be pulled down. In a statement signed by Media/Publicity Adviser to Folio Communications, Bonaventure Melah who doubles as the Managing Editor of Daily Times, the company said having lost the cases relating to ownership of Daily Times in many courts, Obiorah is resorting to blackmail as a result of desperation which he described as shouting evidence that someone is drowning deeply. “Ikechukwu Obiorah has dragged the management of Folio to many courts but the courts have refused to do his biddings because contrary to his mindset, there are many incorruptible judges in Nigeria even as the law is clear on what constitutes ownership of a company. Folio has also consistently published Daily Times, both the newspaper and the online version for over 10years now. “Ikechukwu Obiorah has connived with some black sheep in the Nigeria Police to carry out several acts of impunity against Folio and its management/staff, but even that has also failed to confer what is not his to him. He has therefore resorted to writing letters with content that are laced with intimidation and threat as a means of blackmailing NIRA to carry out acts that are obviously illegal. But even this will fail because the legal consequences of such illegality would be grave.” According to Bonaventure, there is no court order to stop the publication of Daily Times and no competent court will grant such order as there is no basis in the first place. “This is because there is no company called Daily Times. Daily Times is a title owned by Folio Communications Limited following its legal acquisition in 2004 and proper handover by the Bureau of Public Enterprises (BPE) the same year. So Ikechukwu Obiorah has no title to any company called Daily Times,” he emphasised. The statement said that Ikechukwu Obiorah and some of his business partners may have succeeded in taking over properties belonging to other people in the past, adding that they will not have their way in the case of Daily Times. “In recent times, we have read from several online media reports of how Ikechukwu Obiorah had in the past, taken over properties that belong to other people including but not limited to his father- in- law, Louis Carter Onwugbenu, Nigerian RE land illegally sold to them belonging to an embassy by Ikechukwu Obiorah. We read of a case involving properties belonging to a former governor/Senator who is currently serving as Minister as well as that involving Transcorp Hilton for its Lagos development and many others too numerous to mention here as his stock in trade. The above is even as he agrees that he did not participate in the privatisation of Daily Times alongside Folio Communications Limited but claims to have acquired a company from Mr. Ben Okoye with unsubstantiated 40 percent interest for which he is parading fake and forged CAC papers claiming ownership of a company that Folio acquired and fully paid for.”

It is not common in Nigeria to find a highly placed government official back down from his lofty office in deference to the wishes of the masses of the people, whether in the implementation of polices or in just the day-to-day governance process. The average occupier of a position of influence in Nigeria will want to flaunt his powers to show that he is in-charge; he is likely to stick to his positions even when such a position is suffocating the people that he is supposed to be governing. If you find any highly placed official do the opposite, it could only be because such a one truly has the interest of his people at heart. This is one perspective from which many analysts now view Lagos State Governor Akinwunm Ambode- the reversal of Land Use Charge (LUC). It was the State Commissioner for Finance, Mr. Akinyemi Ashade, who addressed the press on the matter, saying the rates payable on commercial properties have been reduced by 50 per cent in response to the demands of the people. The concession by government also covered reduction of the charges for Owner-occupier with third party including industries and manufacturing concerns by 25 per cent, while tax credits have been given for LUC charges already paid in addition to introduction of instalment payment system. The decision to reduce the rates was taken at the weekly Council Meeting chaired by Governor Ambode. In the words of Ashade: “The Lagos State Government, in its desire to build world class infrastructure and improve the well-being of its citizens reviewed the Land Use Charges payable by all property owners. “This exercise was received with mixed feelings by various interest groups who expressed serious concerns. “In line with this administration’s tradition of inclusive governance and civic engagement, and as a Government that is committed to the welfare of its citizens and understands the importance of continuously engaging the populace, we undertook extensive dialogue with various stakeholders on the Land Use Charge (LUC) revised Law and its implementation. “Consequently, we received a wide range of responses from our dialogue with various stakeholders on the amended LUC Law 2018. The stakeholders included the Organised Private Sector, Nigerian Bar Association, Real estate investors & developers, Landlord & Resident Associations, Community Development Associations, Civil Society Organisations, Lagos Chamber of Commerce and Industries (LCCI), Nigeria Institute of Estate Surveyors & Valuers and several other professional groups.”

Lagos State Governor, Mr. Akinwunmi Ambode on Friday justified the decision of the State Government to shut down the Olusosun dumpsite in Ojota, saying the location of the facility was no longer healthy both for trading activities and residents living in the neighborhood. Governor Ambode, who spoke while addressing scavengers and other workers at the site following the outbreak of fire last Wednesday, said aside the negative health implication of the site to the people, the structure of the facility was also risky and susceptible to all forms of hazards like the fire outbreak. The Governor, who was visiting the site for the second time since the fire outbreak, said though it was gratifying that there was no casualty, the closure of the site became necessary owing to the need to forestall future occurrence and protect the health of residents. “You see what happened is not as if anybody put fire there. It is the refuse that are dumped there as well as the gas coming from underground and the hot sun which was around 36 to 38 degrees that caused the fire. We thank God nothing bad happened to those living there and around the neighborhood. “What we have decided now is that there will not be dumping of refuse here any longer. But the most important aspect of it is that I cannot open my eyes and allow diseases to befall you here. At the end of the day, it is government that will still care for you. So, we have to sit down and agree. “We might say we are looking for what we want to eat but may God not allow us to see what will harm or kill us. I don’t want to stop your trade but I also don’t want to fold my arms and allow diseases befall you. You may not have diseases now, but you see in this area, there is no way you can say you are looking for money without contending with series of hazards and a clear example is the fire outbreak,” the Governor said. Governor Ambode said in as much as government was unwilling to make people in the area lose their means of livelihood, but that it was important for all the stakeholders to agree on what to be done going forward. “I have not come to disturb you; what should be removed will be removed; we are not dumping waste here again. What will benefit all the people here is my concern. But we have to take it one after the other and we want all your leaders to cooperate with us. “If not for the fact that we have fire stations, vehicles and fire officers, the fire would have spread more than this and if the fire had spread to the petrol station, that would have been a major disaster and we don’t want that to happen.
