There were indications last night that the order of the 2019 general election was not one of the issues President Muhammadu Buhari discussed with the Senate President Bukola Saraki, House of Representatives Speaker Yakubu Dogara and other leaders of the National Assembly at a meeting they held on Thursday night.

A principal officer of the National Assembly at the meeting told our correspondent yesterday that “the matter was never discussed.”

Rather, the source said, the Presidency and the leadership of the National Assembly are engaged in behind-the-scene talks on the row over the order of the elections.

Investigation conducted by our correspondent revealed that efforts were on to resolve the crisis concerning the alterations amicably.


 
Out of three issues raised by the President, the contentious one is the new Section 25(1) which says that the elections shall be held in the following order: (a) National Assembly elections; (b) State Houses of Assembly and Governorship elections and (c) Presidential election.

President Muhammadu Buhari was also said to have bowed to National Assembly’s demand by directing all Ministries, Departments and Agencies (MDAs) to submit budget details to the lawmakers.

It was learnt that based on the presidential directive, the National Assembly has promised Buhari “expeditious passage” of the 2018 Budget into law.

The President was said to have briefed the leadership of the National Assembly on all the steps he has taken to address the security challenges facing the nation.

The principal officer of the National Assembly, who spoke in confidence, said: “We did not discuss the amendment to the Electoral Act, especially the order of elections, with the President.

“But I can tell you that there are behind-the-scene talks between the Presidency and the National Assembly on how to resolve our differences on the alterations amicably.


 
“Lobbying, exchanging ideas on motions, bills and amendments to any Act are parts of democracy.

“Some of our colleagues believe the National Assembly can expunge two out of the three alterations objected to by the President.

“But a few others had been asking the National Assembly to override the President’s veto on the bill.

“We are engaging in behind-the-scene talks to compare notes. If these attempts fail, the two parties will allow the law to take its course.”

The National Assembly Conference Committee on the Electoral Act (Amendment) Bill on February 6 adopted the reordering of the sequence  of elections approved by the House of Representatives.

Both chambers of the National Assembly subsequently adopted the decision which was then forwarded to President Muhammadu Buhari for his assent.

The President, however, declined assent, explaining in  a letter to the  National Assembly that his action was motivated in part by the threat posed to the independence of the commission to  “organise, undertake and supervise elections.”

On the more than 50 outstanding nominations yet to be considered by the National Assembly, the source added: “The Senate gave exemption to those nominated to the board of the Central bank of Nigeria (CBN), but the National Assembly members believe we need to deal with this matter once and for all.

INEC Administrative Secretary Secretary in Kwara, Mr Paul Atser, made this known in a statement in Ilorin on Friday.

“It has come to the notice of Independent National Electoral Commission, Kwara State that some unscrupulous persons are carrying out illegal registration of voters in Offa Local Government area,” Atser said.

According to him, the perpetrators of the illegal registration were using Corel Draw application to change the particulars in a scanned INEC PVC.

The INEC official said one suspect was arrested and undergoing interrogation by the police.
 
“The general public is advised to be watchful and ensure that they go to only INEC designated registration centers to be captured for the PVC,” Atser added.

He said a list of all designated centers were available at the INEC State office as well as INEC offices in the 16 local government councils in Kwara.

Chief Donatus Dunu, one of the victims of alleged billionaire kidnapper, Chukwudumeme Onwuamadike alias Evans, yesterday narrated to an Ikeja Special Offences Court how he was kidnapped and how he escaped from his abductors.

He made the disclosure while he was being led in evidence before Justice Hakeem Oshodi by the Director Public Prosecution (DPP), Ms Titi Shitta-Bey.

Dunu told the court that he spent 88 days in the kidnappers’ den situated in Igando part of Lagos before he escaped.

He said: “I closed from work around 7.30 pm when an SUV double-crossed me in Ilupeju and a man came down from the car and pointed a long gun at me.


 
“He dragged me down, pushed me into the booth of their car and covered it.

“I found myself in their den, and during an interaction with their chairman, Evans, on the phone, he threatened that it was only God that could save me from their hands, and that no man would ever find me even if they killed me.”

He said one day, after spending 88 days with the kidnappers, he overheard them discussing what should be done to him.

“I overheard one of the kidnappers tell others that the best option was to kill me since my brothers were not acting fast in paying the one million Euro ransom they had demanded.

“But after I prayed in the midnight of the Thursday before the Friday they scheduled to kill me, I wrapped the bedspread in the room where they kept me round the shackles on my legs like the one used to chain mad people, and the padlocks opened up.

“I quietly went out of the room where they kept me. I found the kidnapper guarding me in deep  sleep on a three-seater in the parlour.


 
“I walked to the kitchen and found the door and the protector open. I eased my way through loose locks and surprisingly found a ladder in the compound that aided my escape into the next compound.

“On the day I jumped into the next compound, which was also a bungalow like the one I was kept in, I sustained injuries.

“In addition, I was looking very unkempt and haggard.”

He said when the couple who lived inside the compound into which he  jumped saw him, they were scared.

He said: “They threatened to call security in the street or the police. I told them to call the police. But just when they were about to do that, electricity went off and they abandoned me and went back to sleep.

“At that time, I realised that the kidnappers had started looking for me, so I hid somewhere in the compound till morning.

“The couple woke up to see me and decided to call the street chairman. But before they could do that, a young man of about 24 years old flogged and chased me out of the compound.

The National Judicial Council (NJC) yesterday named 60 new judicial officers, including two state Chief Judges, for 25 states of the federation.

The two chief judges are Justice O.O.Akeredolu (Ondo State) and Justice Yakubu Gyang Dakwak (Plateau).

Other appointees approved at the council’s just concluded 85th meeting in Abuja are:

Justices Danladi Muhammed, Fatima Ahmed Tafida and  Bulila Ladukiya Ikharo,all of the Adamawa State High Court; Bassey Bassey Nkanang and  Uwem Freedom Ibritam, both of the Akwa Ibom High Court;Josephine Mbayan Ayua (Benue High Court); Imelda Etope Bassey, Obo Awusa Obo and  Emmanuel Ubua Agianpuye, all of the Cross River State High Court; Dafe Celestina Idise , Egwu Joe, Okorodas Anthony Ezonfade, Ideh Blessing Adaoleh and Edun Ajueyitsi Joshua, all of the Delta State High Court.

A secondary school principal, Ojodale Philip, has recalled some of the sad events of last week’s attack in parts of Kogi East, by suspected Fulani herdsmen.

Philip, the Principal of Community Secondary School, Oganenigwu, said that the school came under herdsmen’s attack around 8.30 am and many people were killed.

He said: “I personally was shot at several times but nothing happened to me. In my hands are some of the bullets that were meant to kill me,” he said.

This is coming as fears continue to mount in parts of Kogi East over what appears an undeclared war by suspected Fulani herdsmen, following attacks that left scores dead.


 
While the number of those that died from the carnage remains uncertain, some of the residents of the affected areas said that no fewer than 30 people lost their lives while several others were yet unaccounted for during the latest attack on Oganenigwu in Dekina Local Government Area by suspected herdsmen.

Reports yesterday claimed that people from some of the affected places, including Abejukolo and Agbenema communities, were relocating to neighbouring Anyigba, Egume and other areas for safety.

According to the Oganenigwu Community Development Association, over 200 people had been displaced.

They added that over 50 houses were razed by the suspected Fulani herdsmen while residents of the villages around Oganenigwu continue to move away in droves to places like Ologba, Etulutekpe and Iyale.

“At present, nobody can say the exact number of casualties on both sides, because many families are yet to locate their relatives,” said a source.

The source added that the presence of security agents drafted to the troubled areas was yet to contain the situation.


 
Philip, the Principal of Community Secondary School, Oganenigwu, said, “My school was under attack by Fulani terrorists at about 8.30am, but to God be the glory, no life was lost in my school, but many people were massacred in the village.

“I personally was shot at several times but nothing happened to me. In my hands are some of the bullets that were meant to kill me.”

Meanwhile, the spot assessment of Governor Yahaya Bello to the troubled communities on Friday did not hold.

The governor has however expressed shock over the attack carried out on the people of Oganenigwu and other communities in the Kogi East Senatorial district by bandits suspected to be herdsmen.

This was contained in a press statement issued on Friday by the Director General on Media and Publicity to the Governor,  Mr. Kingsley Fanwo.

The statement reads: “The Kogi State Government ensured that the military, the police and other relevant security agencies, including members of the Kogi State Vigilante Services were immediately mobilised to the affected areas following the initial reports.

“The violence has since been contained and brought under control. The incident however remains under investigation while efforts are ongoing to apprehend the attackers and bring them to justice.
