Advocates of tenure elongation for All Progressives Congress (APC) National Chairman John Odigie-Oyegun and National Working Committee (NWC) members suffered a major setback yesterday.

President Muhammadu Buhari said the party’s constitution and the Nigerian constitution must be respected.


 
It was also a day of legal arguments among Vice President Yemi Osinbajo, Ondo State Governor Rotimi Akeredolu and National Legal Adviser Muiz Banire, all of them Senior Advocates of Nigeria.

At the end of it all, many pro-tenure elongation governors were speechless at the Conference Hall of the APC National Secretariat, it was learnt.

After the fireworks, the National Executive Committee (NEC) raised a Technical Committee to work out modalities for the party’s congresses and the National Convention .

The President said holding congresses and an elective National Convention was the lawful thing to do. Oyegun and all NWC members could be re-elected, he was quoted as saying.

According to sources at the meeting, the NWC put only two items on the agenda, namely: the report of the APC Restructuring Committee headed by Kaduna State Governor Nasir El-Rufai and amendments to the APC’s Constitution.

Unknown to Oyegun, the President had another matter, which he did not discuss with his aides.


 
Shortly after the opening prayer by Lagos State APC Chairman Henry Ajomale, Oyegun gave a summary of expected amendments to the party’s Constitution to accommodate provision for a caretaker management by the NWC for one year.

He said the proposal might be ratified at the National Convention in June if approved by the NEC.

But Buhari dropped the bombshell by opposing tenure elongation for the APC National Chairman and the NWC.

There was pin-drop silence as Buhari  spoke, saying tenure extension under any guise was a violation of both the 1999 Constitution and the APC’s Constitution.

The President diplomatically added that members of the National Working Committee were free to “discuss and debate” his proposal.

That sparked the debate opened by Akeredolu who argued for allowing tenure extension for Oyegun and the others.

A source at the meeting said: “Akeredolu told the meeting that the main opposition Peoples Democratic Party(PDP) and other parties could not take APC to court over tenure elongation because whatever is done by NEC is an internal affairs of the party.

“The governor said the PDP and others would be mere busybodies to dabble in the internal affairs of APC. He was confident that no court would allow the PDP or any other party to have its way.”

Banire joined Akeredolu, stressing that NEC could make provision for a Caretaker Committee to manage the affairs of the party.

Banks borrowed N27.46 trillion from the Central Bank of Nigeria (CBN) in six months, according to the apex bank’s half year report on financial sector performances released yesterday.

The 2017 half-year Financial Markets Activity Report, said loans came in the form of Standing Lending Facility (SLF), including the Intra-day Lending Facilities (ILF). The standing facilities were accessed by the banks to enable them either meet their short-term liquidity needs or place their surpluses. The rates for SDF and SLF remained at nine and 16 per cent, respectively.

The report said the SLF was utilised by the banks in order to enable them square up their positions after inter-bank market trading hours. It said of the total SLF granted in the review period, N20.62 trillion was conversion from unsettled ILF.

The SLF is an overnight CBN credit available on banking days between 2 pm and 3.30 pm, with settlement done on same day value. Funds were sourced mainly from time, savings and foreign currency deposits, as well as accretion to unclassified assets. The funds were used, largely, to extend credit to the private sector and payment of claims on demand deposit.


 
According to the report, signed by CBN Director, Financial Markets Department, Alvan Ikoku, said the banks continued to access the CBN’s Standing Facilities window to square up their positions either by borrowing from the SLF window or depositing excess reserves at the standing deposit facility (SDF) window of the CBN at the end of each business day.

The report said the SLF was utilised by the banks in order to enable them square up their positions after inter-bank market trading hours. It said the patronage of the facility reflected the liquidity position during the first half of the year, as requests were at its lowest on January 2, 2017 with N83.61 billion and at its highest on April 18, 2017 with N478.54 billion.

“In view of the 122 transaction days within the period, average daily request amounted to N225.14 billion. Consequently, the cumulative interest received on the facilities was N21.13 billion at 16.00 per cent. In comparison with the corresponding period of the previous year, total SLF transactions amounted to N5.07 trillion, out of which N4.87 trillion was conversion from ILF.

It said the average daily request stood at N59.76 billion, while the cumulative interest received on the facilities was N2.92 billion at the applicable rates of 13.00 and 14.00 per cent. The higher level of transactions over the corresponding period in 2016 was occasioned by the tight monetary operations in 2017.

The CBN report said patronage of the SDF reflected the liquidity unease in the system as less funds were deposited compared with the corresponding period of the preceding year.

Senators will debate former Defence Minister Theophilus Danjuma’s allegation, that the military is “colluding” with killer-herdsmen to commit “ethnic cleansing”.

Benue State Governor Samuel Ortom yesterday supported the call by Gen. Danjuma that Nigerians should defend themselves.

The Yoruba socio-cultural group Afenifere called for a probe of the allegations made by the former military chief.


 
Senator Yusuf Abubakar Yusuf drew the attention of the Senate to Gen. Danjuma’s allegations against the military.

The Taraba Central lawmaker sought the leave of the Senate to bring a substantive motion on the issues today to allow senators to debate them.

Yusuf said: “A respected Nigerian and a former Minister of Defence TY Danjuma, on Saturday at a convocation ceremony in Taraba State raised some weighty allegations against the Nigerian Army. The allegation came from a respected Nigerian. I need the permission of the Senate to bring a proper motion tomorrow (today) so that we can debate the allegations raised.”

When Senate President Bukola Saraki sought the permission of the Senate to allow Yusuf to bring a substantive motion on the issues raised by Danjuma, it appeared majority of the lawmakers opposed the proposal.

Saraki who seemed to have made up his mind for the issues raised by Danjuma to be debated, put the proposal to vote for the second time.

The opposition of lawmakers against the proposal grew even louder but Saraki ruled that “the ayes have it.”


 
Saraki said, “The issues raised by Danjuma are very serious. As a parliament, we can’t allow this to pass. So, when the motion is brought here, lawmakers will have the opportunity to contribute and we will know the next line of action to take.”

Ortom said the kind of advice given by Gen. Damjuma did not mean that people should carry banned arms

Speaking on the criticisms that followed the self-defence advice,Ortom said people misrepresented the message.

According to him, it was a normal thing for people to defend themselves from any attacks.

He said: “There is a misrepresentation of what the former minister said. He did not tell anybody to take up arms. He only said that people should protect themselves. Of course, you know that self-preservation is the first law of nature.

“You can’t just wait in your house and allow someone to come and kill you. You can resist the person, but you don’t necessarily need to have arms. I think that was what the minister was saying.  There is need for people to arise to defend themselves, not necessarily using weapons that are banned.
