Rather than go away, tenure elongation is still haunting the All Progressives Congress (APC).

Some of its members yesterday cried out over the content of a memo presented to the National Executive Committee (NEC) meeting on Monday by Chairman John Odigie-Oyegun.

They claimed that a portion of the memo was aimed at achieving tenure extension through the backdoor.

But the party leadership denied having any hidden plan to extend its tenure.

The NEC rejected tenure elongation for Oyegun and other members of the National Working Committee (NWC).

It, however, granted them waivers to recontest at the party’s congresses and convention for which no dates have been fixed.

President Muhammadu Buhari was at the NEC meeting to, according to him, “nail the coffin of tenure elongation and also declare my re-election bid”.

But in his memo, Oyegun said the Simon Lalong Technical Committee recommended, among others, that: “if for reasons of inability to fulfil constitutional and or legal conditions requisite for the conduct of a valid elective congress or convention, then, the party may as a last resort leverage on the NEC resolution of February 27, 2018, which in our view is lawful in the circumstances.” The NEC, on February 27, approved tenure extension for Oyegun and his team, but reversed itself following the President’s intervention on March 27.

Referring to the committee’s report, Oyegun insisted that the February 27 decision of NEC neither violated APC constitution nor the 1999 Constitution.

Sources said yesterday that the adopted memo may “trigger problems”, especially if the proposed congresses and convention are not held.

“I suspect a plot to frustrate and subvert the congresses and convention, especially since waivers have been given to the NEC to supervise the exercise and recontest in the intra-party elections. There may be no commitment to successful congresses and convention. The exercise can be programmed to fail to achieve tenure elongation through the backdoor.”

Other recommendations approved by the NEC include a 21 days statutory notice for the holding of elective congresses and convention to be given to the Independent National Electoral Commission (INEC) immediately; the current zoning formula for party offices be retained; requirements of Article 31 (111) be waived in line with the provisions of Article 13.4 (xv) to avoid disruptions in the management of party affairs at all levels; and all pending suits in respect of this matter be withdrawn.

Oyegun recalled that on February 27, the NEC voted to authorise all elected officials to continue in acting capacities for a period not exceeding 12 months after the expiration of their tenure.

He said the President observed that the NEC’s decision might have contravened the party constitution and the 1999 Constitution.

The Association of Mogajis (family heads) of Ibadanland has urged the Oyo State Police Command to arrest the leader of another faction, Chief Wale Oladoja, for alleged provocative pronouncement.

It accused him of making remarks capable of causing discord, disunity and civil disorder in Ibadanland.

The group was reacting to a  report credited to Oladoja, who, while allegedly speaking on behalf of ‘Authentic Mogajis’ said, ‘Ibadan Mogajis kick over continued “defiance of court verdict by the sacked Obas”.

In a statement signed by the Chairman and Secretary of the association, Chiefs Asimiyu Adepoju and Isiaka Raji Elegbaowo, the Ibadan Mogajis described the group claimed by Oladoja as “a faceless entity”.

Oladoja, it said, was not a party to the suit and stands the risk for speaking on a matter that in subjusice.

The statement reads: “It must be put on record that the so-called Authentic Mogaji is a faceless entity in as much as it is not known to law. It should be noted that Wale Oladoja has no locus standi to make the pronouncement for some reasons.

“He is not a party to the suit between High Chief Rashidi Ladoja and Governor of Oyo State and others. The ruling of the court is specific and at variance with what Wale Oladoja is canvassing.

“The case is already in the Court of Appeal and therefore, Wale Oladoja’s pronouncement is subjudice. We hereby call on the police to get him to explain why he intends to cause civil confusion in respect of a case the appeal of which is pending in the Court of Appeal.”

The Mogajis added: “when a judgment is given and the respondent appeals, it means the respondent disagreed with the judgment and as such, both the claimants and respondent should maintain status-quo in which case no winner, no vanquished.

“In this case, the Obas remain so until the final determination of the Court of Appeal in which case the Obas continue to enjoy all the necessary paraphernalia of office i.e. wear their crowns, collect salaries, allowances, ride their cars since they remain Obas until the Court of Appeal finally determines otherwise”.

Teleology Holdings Limited (THL), the preferred bidder for 9mobile Limited, has paid the $50 million unrefundable deposit for its acquisition of the firm.

It has 90 days to pay the $450 million balance to seal the deal.

9mobile will be handed over to Teleology after the payment of the balance, Nigerian Communications Commission (NCC) Executive Vice Chairman Prof. Garba Umar Danbatta said yesterday.

He spoke after the NCC and the Central Bank of Nigeria CBN signed a Memorandum of Understanding (MoU) on Financial Inclusion at the CBN Headquarters, Abuja.

Danbatta said if Teleology failed to make the complete payment within 90 days, Smile Communications Limited (SCL), the reserved bidder, might take its place.

Globacom, Airtel, Smile Communications, Helios, and Teleology emerged as bidders for 9mobile out of 16 firms, which filed bids with Barclays of Africa, 9mobile’s financial adviser.

They include MTN, ntel, Virgin Mobile from the United Kingdom and Vodacom of South Africa, BUA Group, Morning Side Capital Partners, Obot Etiebet & Co, Blackstone Private Equity, and Hamilton and George International Limited.

Airtel pulled out; Glo failed to attach financial commitment to its bid.

Danbatta said: “The MoU we have signed is on mobile money service and financial inclusion; this followed useful work done by a committee made up of representatives from NCC and CBN which culminated in the signing of the MoU and on the basis of the MoU, we have signed, the two organisations have indicated commitment towards driving financial inclusion in the country as well as ensuring inprovement in the money mobile service communication.”

Danbatta, who led his management team to the CBN Headquarters, said NCC was targeting 30 per cent broadband penetration by the end of the year, adding that the commission has so far made 70 percent progress on the target.

He told CBN Governnor Godwin Emefiele that the telecom industry has been recording steady growth since 2001, noting that in the past four years its contribution to the Gross Domestic Product (GDP) stands at 10 per cent.

The Lagos State Police Command has confirmed the arrest of five serving policemen over the alleged robbery attempt on one Mr Immanuel James, at Ago-Palace way, Okota, a Lagos suburb.

The suspects — two Inspectors and three Sergeants –were identified to be operatives attached to Special Anti- Robbery Squad (SARS), Ipakodo.

The command’s spokesman, SP Chike Oti, who confirmed their arrest to newsmen on Tuesday, said that the men were not operatives from the Federal SARS, Ikeja Unit as reported.

He, however, said that one Insp. Jude Akhoyemta, who was earlier mentioned in the matter among suspects, was found to be innocent.

“In line with the directive of the Commissioner of Police Lagos State, the Command hereby informs the general public that further enquiry into the allegation of harassment of one Immanuel James Ibe-Anyanwu by SARS operatives at Ago-Palace way, Okota revealed the true identity of officers involved in the highly regrettable incident.

“Those involved are currently undergoing interrogation at the Command’s X-Squad Section and would be marched before an Adjudicating Officer at the Police Provost Department for the commencement of their orderly room trial,” Oti said. (NAN)
