Who are the killer-herdsmen? They are gunmen trained by the late Libyan President Muammar Gadaffi, President Muhammadu Buhari said yesterday.

The President spoke at the Abuja House in London when Archbishop of Canterbury Justin Welby visited him.

The gunmen, he said, escaped into Nigeria and other West African countries after Gadaffi’s death.

He spoke, even as suspected herdsmen killed 13 people in Benue and Nasarawa states on Tuesday.


 
Responding to Welby’s comment on the herdsmen and farmers’ clashes in some parts of the country, Buhari said: ”The problem is even older than us. It has always been there, but now made worse by the influx of gunmen from the Sahel region into different parts of the West African sub-region.

“They were trained and armed by Muammar Gadaffi of Libya. When he was killed, the gunmen escaped with their arms. We encountered some of them fighting with Boko Haram.

“Herdsmen that we used to know carried only sticks and maybe a cutlass to clear the way, but these ones now carry sophisticated weapons. The problem is not religious, but sociological and economic. But we are working on solutions.”

The President said “irresponsible politics” had been brought into the farmers/herders’ crisis, promising that enduring solutions would be found, and justice done to all concerned.

He said he declared his second-term bid on Monday before his London trip because many Nigerians were “talking too much” about whether he was going to run or not.

A statement by his Special Adviser on Media and Publicity, Femi Adesina, quoted him as saying: ”I declared before leaving home because Nigerians were talking too much about whether I would run or not.

“So, I felt I should break the ice. We have many things to focus on, like security, agriculture, economy, anti-corruption, and many others. We needed to concentrate on them, and politics should not be a distraction.

“The majority of Nigerians appreciate what we are doing, and that is why I am re-contesting.”

On Leah Sharibu, the Dapchi schoolgirl still being held by insurgents, reportedly because she refused to renounce her faith, the President said: ”We are managing the matter quietly. Making noise would not help. We are collecting as much intelligence as possible, working with the Red Cross and other international organisations.

“There are too many fraudulent people around, who claim they can do this and that. We won’t deal with them. That was how we got the Dapchi girls back, and the Chibok girls.”

Nigeria’s debt service cost and refinancing risks will rise with issuance of $2.5 billion Eurobond in the first quarter, Fitch Ratings said yesterday.

In a report titled:  “Sub Saharan Africa sovereign debt steadies but refinancing risk may rise”, the global rating agency said borrowing in foreign currency in international markets also exposed sovereigns to foreign exchange refinancing risk and a potentially higher debt service/Gross Domestic Product (GDP) burden in the event of local currency depreciation.

“Thus although it can appear cheaper if domestic interest rates are high, as in Nigeria, which used the proceeds of its February issue to refinance more expensive naira-denominated debt, it generally involves a net increase in risk, in Fitch’s view,” it said.

It said weak Public Financial Management (PFM) could increase the challenge of transitioning from concessional to commercial funding, and of managing the associated risks, such as exposure to tighter global monetary policy and the capacity to navigate interest rate and currency risks.


 
It said SSA Eurobond maturities are spread out over the next decade, but weak Public Finance Management still means there are risks associated with them. Weak PFM also means that upward pressure on government debt will persist, as it limits the capacity to implement consolidation plans and to contain spending and mobilise domestic revenue sources more fully.

It hinted that Sub Saharan Africa (SSA) sovereigns, including Nigeria, are making greater use of international debt market financing. This continued in first quarter of this year with issues from Kenya ($2 billion), Cote d’Ivoire (EUR1.7 billion) and Nigeria ($2.5 billion). Ghana’s parliament last month approved plans for a Eurobond issue.

It said that tapping international capital markets can be an important financing option where liquidity in local funding markets is low. “Long-dated international issuance can extend repayment schedules (Kenya and Cote d’Ivoire’s 1Q18 deals both featured 30-year tranches). Market access that allows for opportunistic international debt issuance is therefore beneficial for SSA sovereigns,” it said.

The Federal Executive Council (FEC) yesterday approved N61.464 billion for roads, dredging of seaport and building of houses.

Minister of Works, Power, and Housing Babatunde Fashola, and his counterparts in Transportation, Rotimi Amaechi; Interior, Abdulrahman Danbazzau; Water Resources, Suleiman Adamu; Education, Adamu Adamu and  Senior Special Assistant on Media and Publicity to the President Garba Shehu made this known to reporters after the FEC meeting.

The meeting was chaired by Vice President Yemi Osinbajo.

Amaechi said the council approved N13 billion for the dredging of Escravos Warri Seaport and the replacement of bad navigational aids.

Fashola said his ministry got approval for three contracts. These are: Babalampa – Sharam road in Plateau State for N19.92 billion, Lagos – Ota – Abeokuta road revised upward by N22 billion  to N56.7 billion and Enugu -Port Harcourt Expressway for N6.31 billion.

Fashola said: “One was for Baban Lamba-Sharam Road in Plateau state for the contraction of 44.625 kilometers for N19.392 billion. The second was for Lagos-Ota-Abeokuta Road 81 kilometers. That road was first awarded in year 2000 and it has since been left uncompleted because they want no budgetary provisions for it.

”The third approval was for the section four of the Enugu Port Harcourt Road, the part between Abia and Port Harcourt, particularly in Port Harcourt that has been problematic and has failed severally. We have a contractor there but we needed to change the design because of the storm water drainage needs and the high water tables there so that the road does not fail.

”So that requires a revision of the scope of work to include retaining sidelanes and also drainage facilities in the sum of  N6.309 billion.” he said

Danbazzau said N234 million was approved for the construction of two buildings, cadet mess and cafeteria.

”FEC approved contract for the completion of two faculty buildings and Cadet Mess and Cafeteria for Police Academy in Kano. The reason being that there is minimum requirement  to be met by the academy before accreditation of programmes.
