A row broke out yesterday over the updated “list of looters” released at the weekend by the Federal Government.

Some lawyers and some of those on the list took on the government, but Lagos lawyer Festus Keyamo (SAN) said the listing of “looters” was in order.

Minister of Information Lai Mohammed issued the list of “28 looters” in two instalments, after the Peoples Democratic Party (PDP) challenged the government to name those who looted the treasury when the party was in power.

On the list are ex-ministers, ex-governors, senators, former party leaders and campaign chiefs, among others.


 
Chief Ferdinand Orbih (SAN) described the list as “danger to democracy and the rule of law”. He is opposed to the release of names of those who are still in court as looters.

He said: “Such persons are presumed innocent until proven otherwise by the Constitution, which the President swore to uphold.

“The case against Nenadi Usman is pending in court. The Federal Government that has labelled her as a looter of public funds is yet to prove the allegations against her in court.

“The government, by taking this matter to the court of public opinion, is making a strong statement –  either that it has no confidence in the process it initiated in court or it is calculated to arm-twist the judiciary to convict her at all costs.”

“Either way, the publication by the government portends grave danger to democracy and the rule of law. Surely, there will be a legal response to this Executive gross misbehavior,” added Orbih.

But Keyamo said: “If you have the facts at your disposal that somebody is a thief, and you know your facts are unassailable, you can go ahead and name the person as a thief. The person does not need to be convicted before you, based on the facts, can name the person as a thief. But this is so long as you have your unassailable facts that you can present at the appropriate time to defend yourself if you are sued for defamation.”


 
Keyamo explained that the government may also be in the process of charging those on the list who are not under trial.

He said: “Even those who have not been charged to court, the Federal Government may be in the process of charging them. It may be in the process of drafting charges and arraigning them. So long as they have their unassailable facts, there is nothing wrong with the Federal Government naming whoever it wants to name based on the facts at its disposal. “

Keyamo also encouraged aggrieved persons to sue, saying: “It is left to the person to go to court. Going to court is not a threat to anyone. It is a welcome development. A welcome development because it is even in court that the Federal Government will have the opportunity to lay bare the facts.

The military yesterday said no fewer than 20 persons, including a soldier, were killed on Sunday night in a battle to ward off a large number of suicide bombers trying to invade Maiduguri, the Borno State capital. About 84 others were injured.

Soldiers on the outskirts of Maiduguri also gunned down six armed Boko Haram gunmen and seven suicide bombers during the attack, bringing the death toll on both sides to 29.

Residents of Maiduguri were forced to keep vigil all Sunday night following hours of thunderous explosions and shootings that rented the air till early hours of Monday.

The military said Boko Haram suicide bombers and gunmen attempted to invade Maiduguri through the outskirts of Bille-Shuwa and Alikaranti villages.


 
“Eighteen Boko Haram terrorists on foot attacked the military base while seven suicide bombers targeted residents of nearby Bale Shuwar and Alikaranti villages at 8:50 pm (1950 GMT),” said the officer, who asked not to be identified as he was not authorised to speak about the incident.

“The terrorists fired mortars at troops,” the officer said.

Bello Dambatto, chief security officer at the State Emergency Management Agency (SEMA), told AFP that an initial death toll of 18 had risen to 20 after two people died in hospital from their wounds.

The Police confirmed 20 persons killed and 84 injured.

Commissioner of Police Damian Chukwu said five mutilated bodies of male suicide bombers were recovered and two Improvised Explosive Devices (IEDs) vests were diffused by men of the command at the scene of the attack.

He said: “On 01/04/2018 at about 20:20 pm; Boko Haram terrorists in an attempt to infiltrate into Maiduguri through Bale Kura, Bale Shuwari, Jamine and Alkaramti villages in Jere local government area of the state, in the outskirts of Maiduguri detonated IEDs.

Former Minister of Finance Ngozi Okonjo-Iweala is to explain how about $250million of the $500million recovered from the family of the late Head of State, Gen.Sani Abacha, was withdrawn, The Nation learnt yesterday.

The cash was released to the Office of National Security Adviser( ONSA) without appropriation.

About $36,155,000 (N13,015,800 billion) out of the $250million was also withdrawn in cash “without any purpose” on March 2nd, 9th, 16th and 18th of 2015.

The Acting Chairman of Economic and Financial Crimes Commission (EFCC), Mr. Ibrahim Magu, has approved Mrs Okonjo-Iweala’s invitation. A letter of invitation has been sent to her.


 
According to a fact-sheet obtained by The Nation last night, detectives probing the whereabouts  of the $500million have recommended that the ex-minister be interrogated.

A top source said: “Following preliminary findings, a strong recommendation was made to the Acting EFCC chairman for an interactive session with Dr. Ngozi Okonjo-Iweala.

“Magu has approved the invitation of the ex-minister. We have dispatched a letter of invitation to her. We are hopeful that she will respond.

“Her presence is necessary because there were issues about the $250million released especially why $36,155,000(N13,015,800billion) was withdrawn in cash.

“She needs to assist the EFCC team on what became of the balance  of $250million which was yet to be traced.

“She has to explain  why some of the funds were diverted to  extraneous matters including media services, opinion polls and personal matters.”


 
In another position of the fact-sheet, the Office of the National Security Adviser in a memo on January 12, 2015, requested the former Coordinating Minister for the Economy and Minister of Finance, Dr. Ngozi Okonjo-Iweala to transfer $300million.

The memo said: “Please refer to our meeting on recovered funds.  You are please requested to remit the sum of $300m and £5.5m to the following account being ONSA share as agreed.

IN October last year, she had a minor surgery and came out in ‘high spirits’. In January, Winnie Madikizela Mandela lost her appeal in her quest to get access to the late ex-South African President Nelson Mandela’s Qunu homestead. Yesterday she gave up the privilege to live. She was 81.

Hers was a life of struggle. She was not the first woman Mandela married. And they only lived together for five of their 38 years of marriage. But, of the women in the ex-president’s life,  the late Winnie towered above all.

Their relationship was a love story, which some believe was tragically tempered by politics. It was a love story almost like no other. A love tale classical in nature, yet down-to-heart. The late Nelson Mandela’s relationship with Winnie Madikizela was an affair of two larger-than-life protagonists.


 
The late Winnie endured a lot because she was his wife: the years of imprisonment, solitary confinement and house arrests. But, no matter his loyalty to her, the late Winnie and his family always came second to his other great love: the ANC (African National Congress) and by extension, the liberation struggle, a fact Winnie saw as an act of betrayal.

Their love story gave room for love letters laced with poetry, music, imageries and drama. For the 27 years he spent in prison, Mandela wrote Winnie several letters from Robben Island.

In one of such letters written on April 15, 1976, Mandela said: “My dearest Winnie, Your beautiful photo still stands about two feet above my left shoulder as I write this note. I dust it carefully every morning, for to do so gives me the pleasant feeling that I’m caressing you as in the old days. I even touch your nose with mine to recapture the electric current that used to flush through my blood whenever I did so. Nolitha stands on the table directly opposite me. How can my spirit ever be down when I enjoy the fond attentions of such wonderful ladies?”
