Proponents of tenure extension for All Progressives Congress (APC) Chairman John Odigie-Oyegun and others seem to be adamant, The Nation learnt yesterday.

There is a plot to create a stalemate and dump President Muhammadu Buhari’s and the APC governors’ decision on National Convention, it was learnt.


 
The President is to attend the party’s National Executive Committee (NEC) meeting on Monday before leaving for London—apparently to ensure that the decision for the party to have congresses and convention stays.

There were indications last night that some party chiefs backing Oyegun and members of the National Working Committee (NWC) had decided to fight back.

The pro-tenure extension forces invited all state chairmen for a meeting  last night.

The meeting was expected to mobilise the chairmen to oppose the decision of the President and the governors.

At the NWC meeting yesterday, Oyegun parried all issues relating to the composition of the members of the National Convention Committee (NCC).

In what appeared to be a desperate survival battle, Oyegun told NWC members: “We are not here to constitute any committee; we are yet to receive the report of Governor Simon Lalong Committee on the desirability or otherwise of tenure elongation proposed by NEC.”


 
According to sources, following fears that the NEC may be influenced to overrule his proposal, the President decided to delay his trip till after the NEC meeting.

He is scheduled for a private meeting in London from Monday ahead of next week’s Commonwealth Heads of State and Government Meeting (CHOGM) in the United Kingdom.

A governor, who spoke in confidence, said: “The President told us at the Villa on Wednesday that he would prefer to attend the NEC meeting on Monday to ensure that the agreement on state congresses and National Convention with the governors was followed through.

“He said he was initially billed to leave in the morning on Monday, but he might go in the night after the NEC meeting. He said he would attend the NEC meeting to “satisfy” himself that the agreement with the governors is respected.

“We all reasoned with him because in his absence, all these pro-tenure extension elements, especially the NWC members, might want to spring a surprise. Some of our colleagues and some party leaders are not happy that we have rejected tenure elongation.

“Our fears were confirmed by the refusal of Oyegun to disband the Governor Simon Lalong Committee after the governors conveyed their preference for elective state congresses and the National Convention to him.”

At yesterday’s NWC meeting,  the constitution of the National Convention Committee (NCC) was not on the agenda.

A member of the NWC quoted Oyegun as saying: “We are yet to receive the report of the Lalong Committee on the desirability or otherwise of tenure elongation as proposed by NEC. You cannot put the cart  before the horse. Everything depends on the Lalong report.’

Nigeria records about N1.4 trillion yearly as under-recovery from its importation and sale of Premium Motor Spirit  at N145 per litre, Petroleum Resources Minister Ibe Kachikwu said yesterday.

He spoke at a meeting in Abuja where stakeholders in the Liquefied Petroleum Gas (LPG) sector met to review the challenges of the LPG market.

Kachikwu explained that it was time Nigeria began to look at alternative fuel sources, such as LPG, which are clean and less expensive.

He said President Muhammadu Buhari would in the next two months launch an infrastructure rebirth plan with which the country would leverage to attract private finance to upgrade her oil and gas infrastructure.


 
Said the minister: “Clean energy is very essential and we need to move away from complete utilisation in our transport sector of only PMS which is creating a lot of under-recovery of N1.4 trillion per annum of exposure to the government.

“At the end of the day, we begin to go into other components of cleaner fuels and rely less on the PMS that is gotten from out of the country.”

Asked to clarify if the figure on petrol under-recovery was annually and how the government felt about it, Kachikwu replied: “Yes, currently. That is being addressed at a very high level and I don’t want to go into that.”

In March, the Nigerian National Petroleum Corporation (NNPC) disclosed that its expenditure on petrol subsidy was N774 million daily, and that 50 million litres was consumed across the country everyday.

NNPC’s Group Managing Director Dr. Maikanti Baru described the amount as “under-recovery”, adding that the huge fund was due to the proliferation of filling stations in communities with international land and coastal borders across the country.

Kachikwu also indicated that the government would launch an infrastructure rebirth plan for the oil and gas industry. The rebirth plan he noted, will enable private investors put in money in key infrastructure assets across the entire value chain of the sector.

The Technical Partners of ABUAD Multi System Hospital, Aster DM Healthcare of Dubai, United Arab Emirates (UAE) yesterday donated a telemedicine equipment to the 400-bed  hospital to support it and “in appreciation of the selfless achievements of its founder, Aare Afe Babalola, SAN”.

With this equipment, ABUAD Multi System Hospital can engage in tele-consulting, tele-diagnosis and tele-management. A patient could be in front of the telemedicine equipment in Ado-Ekiti and doctors in Dubai would be able to diagnose what is wrong with him/her and advise on the appropriate treatment.

The equipment will be used in procedures as consultants in Dubai would see what is going on in any of ABUAD’s five Modular Theatres and assist in whatever way possible.


 
The donation was the high-point of the signing of the operations and management services agreement in technical services, managerial services and high and clinical services as well as training between the two partners, ABUAD Multi System Hospital and Aster DM Healthcare.

Some of the services to be rendered by Aster DM Healthcare are the appointment of the chief operating officer (COO), operations plan, manpower planning, standard operating plans and system analysis and commissioning of the Hospital Information Management System (HIMS).

Others are the supply of visiting super specialists to conduct medical missions. The collaboration will also result in the set-up of services for the benefit of Nigerians and patients undergoing cancer care.

Part of the benefits accruable from the agreement is the provision of advice for smooth operations and development of ABUAD Multi System Hospital to ensure that it can offer high end clinical programmes for the benefit of Nigerian patients.

ABUAD teachers, consultants, nurses and medical laboratory scientists as well as other allied medical professionals will be trained.

Speaking at the signing of the agreement, Chief Executive Officer (CEO) of Aster DM Healthcare Dr. Harisha Pillai, who represented the Chairman of Aster Medicity Hospital, Kochi, Dr. A Moopen, hailed Babalola for doing so much in his hospital within a very short time.
