The Director-General of the National Emergency Management Agency (NEMA), Engr Mustapha Maihaja on Wednesday said N1.5 billion suspicious contracts were awarded in the agency before his assumption of duty.

He said he inherited some rot in the agency and he was doing his best to correct it.

On the N1.6bn contracts for the supply of materials to flood victims in 16 states in the last one year, he said they were in compliance with the Public Procurement Act.


 
Maihaja made the disclosures while appearing before the Ali Isa-led ad hoc investigative panel of the House of Representatives on the activities of NEMA.

He said: “When I came on board in late April 2017, I met N4.6m in our coffers and liability of N1.5b and our monthly allocation of N500m cannot go a long way in procuring these materials.

“This was also the time when the international agencies announced the scaling down of their funding by 80 percent. That was the situation on ground when u came on board”.

“Before I came contracts were paid for without proper documentation and that is why N1.5billion is unpaid till date because there was no certificate to prove that.

“A memo was just submitted that due diligence process be instituted and that is what we are doing.


 
“We now have Maintenance and Operation unit and make sure we implement as approved. There was no Human Resources, no Verification Unit and this applied to everything across board, all we are doing is to put things in place”.

On the N1.6 billion contracts for the supply of relief materials to 16 states affected by flood, Maihaja insisted that the agency did not breach Procurement laws in the award of the contracts and delivery of the items.

The Ad-Hoc Committee accused NEMA of breaching due diligence on the N1.6b contracts.

The DG was also accused of commencing distribution of relief materials six months after release of funds, while also engaging companies that have tax issues.

But Maihaja said due diligence was strictly followed by the agency under his management after realizing that the system he met on ground was flawed on procurement as well as administrative matters.

SPEAKER of the House of Representatives, Honourable Yakubu Dogara on Wednesday expressed worry on the number of deaths recorded in the legislative arm of government in the current 8th Assembly.

Honourable Dogara spoke during the valedictory session held in honour of late Deputy Leader of the House, Honourable Buba Jibril.

The House also used the occasion to eulogise Senator Ali Wakil from Bauchi state, Senator Mustapha Bukar from Katsina state as well a former member, Hon Independence Ogunlewe from Imo state.

Honourable Dogara said that “late Hon Buba Jubril never leaned on political godfathers for elections. He always stood his ground on critical issues. After he came back from London, I appealed to him to soften his stand on the N.G.O Bill, but he stated that he was tired of Nigerians being short-changed by N.G.Os and would not shift his stand.

“The cold hands of death may have stolen his voice, but not his works, it came for him at the summit of his life, when his works had blossomed. I have lost a brother and a friend, his legacy lives on. No doubt these are trying times for the National Assembly, I cannot effectively convey all in my mind. Our thoughts are with the families of these great fallen soldiers of democracy,” he stated.

The Deputy Speaker, Hon. Yussuff Lasun, noted that “as politicians, we live frivolous lives, we barely take care of the essentials with the priority they deserve. Nigerian politics breeds poverty and neglect. As has been said, Hon. Buba was the voice of the Leadership, and that voice would be sorely missed”.

The House Leader, Hon Femi Gbajabiamila on his part said that “it is ironic that members are gathered to mourn such a great leader. Hon Buba’s seat may be physically filled in the coming days, but it will be empty in a way for me forever. He had a positive energy always flowing, he let so much across without saying much, he had a generous heart and a heart of generosity. We must ensure we make it a priority that his family would be looked after”.

SOME soldiers deployed to Kadarko village in Keana Local Government Area of Nasarawa State to checkmate the activities of Fulani herdsmen were said to have left the area on Tuesday morning, for alleged non-payment of their allowances by the State Government.

Investigations by the Tribune Online revealed that the soldiers left the troubled community due to the non-payment of their allowances which the former has complained severally to the government that it might hinder its smooth operation in nipping in the bud the nefarious activities of herdsmen in the troubled area.

A community leader who pleaded anonymity said: “the soldiers left Kadarko because they told us that the State Government has not paid them their allowances and they also complained of not having food to eat.”


 
Meanwhile, about 20 houses were set ablaze by the people suspected to be Fulani herdsmen in Tamen village near Kadarko within the local government.

According to one of the witnesses, Mr Tengu Moses, the Fulani invaded the community at about 8:00 a.m, on Tuesday, and set the village on fire and fled.

He said one Mr Alohor Joseph who was abducted during the invasion has not been found.

Similarly, a 19-year old Akaazu Nyorgun who was attacked by the herdsmen in a school in Kadarko is currently receiving treatment at a primary health care hospital in the area. The attackers cut off his left hand and went away with it.

When contacted, the State Police Public Relation Officer (PPRO), DSP Kennedy Iddrisu said the command was yet to receive any information from Kadarko Station.
