Absence Of Automated Border Posts Heightening Insecurity In Nigeria

The country’s grand plan to construct border plazas equipped with modern security gadgets in all of its 84 legal entry routes is lying fallow due to lack of funds. LEADERSHIP Sunday findings have revealed that the authorities are concerned that taking up the project would put government in greater debt burden. The border plazas project, which was proposed in 2012 by the administration of former President Goodluck Jonathan, was aimed at checking the influx of illegal immigrants and battling the security threat posed by the Islamic sect, Boko Haram, killer herdsmen and other criminal elements. LEADERSHIP Sunday learnt that the plan was, however, halted by the previous minister of Interior, Comrade Abba Moro, on grounds that the budgetary allocation to the ministry under whose purview the task falls could not adequately fund the construction of the proposed plazas. It was gathered that, on resumption of office, Dambazau had expressed concern that venturing into such project would increase the country’s debt profile, especially as the country was battling with recession. Border plazas are Automated Immigration Border Control (ABC) systems attached to multi-camera walls that combine the latest technologies of e-gate hardware and advanced software such as facial recognition and border control software. LEADERSHIP Sunday gathered that with the e-gate, a traveller can be through a border in a matter of seconds, making it one of the most efficient technologies in the market.

Findings showed that upon installation, the multi-camera wall with e-gate begins processing biometrics as soon as a passenger steps in. The cameras are usually located at the exit door, right in front of the passenger. Digital mirrors are also placed next to the cameras, instinctively attracting eyes in the correct direction for successful image capture and, thus, minimising the risk of human error and associated time loss. The proposed border plazas usually come with biometric verification software (fingerprint, facial recognition or a hicombination of both), with live quality assurance checks and globally-recognised matching engines, which will among other things ensure the passenger is the rightful owner of a given document. LEADERSHIP SUNDAY gathered that though the project has been halted, President Muhammadu Buhari, who is committed to liberating the nation from the shackles of insecurity, has continuously frowned at the absence of the state-of-the-art plazas as is obtainable in other countries. Statistics however indicate that while the country has 84 legal routes into the country , about 197 illegal routes also exist. However, the legal border entries are mostly demarcated with mere tires and woods. However, a top source at the ministry of interior, who pleaded not to be named, said there was no better means of tackling the security challenges in the country than having well equipped border plazas in place.

2019: Atiku Declares, Says I’ll Return PDP To Power

Former Vice President Atiku Abubakar yesterday formally declared his intention to contest the 2019 presidency, saying he’ll return his party, the Peoples Democratic Party (PDP) to power. Specifically, Atiku said he is contesting the 2019 presidential election under the PDP platform to address insecurity, fix the economy and unite the country in a way the ruling All Progressives Congress (APC) failed to do in the last three years. According to him, the APC government only succeeded in dividing the people and destroyed the economy more than ever before in the history of the country. Speaking at his declaration rally in Yola, his home state capital, Atiku accused the APC government of creating an atmosphere of insecurity and alarming unemployment rates. He said, “In 1999, I took Adamawa State to Peoples Democratic Party (PDP). Today, I have returned to reclaim what rightly belongs to the party. The government of APC has failed in uniting Nigeria and has destroyed our economy. “Today, we are divided more than ever before in the history of Nigeria. Today we are witnessing most insecure atmosphere since our existence as a country. “More people have died in Nigeria during the reign of APC than the number of people killed in Aghanistan. We have more than 10 million unemployed youths”.

The former VP said noted that what he intends to do if elected is to restore the economy and unite Nigerians. He appealed to supporters of PDP to embrace the party for success in the 2019 general election, just as he promised to take over his home state to back to PDP. On his party, the national chairman of PDP, Prince Uche Secondus, assured that the party will accord equal level playing ground in the party. Secondus, who received decamped members of the ruling APC, SDP, PDM and members of the House of Assembly from, as well as chairman of Guyuk local council and eight Councilors, assured level playing ground in the party. Also, Senator Ben Bruce who spoke on behalf of the PDP Senators said the country is going through typical pains of bad economy and increasing rate of killings. Bruce said the country needs a detribalized leader like Atiku who can develop the country.

Political Parties, CSOs Differ Over N242bn Election Budget

Mixed reactions over the rising cost of elections in the country has trailed the budget of N242billion recently submitted to the National Assembly by President Muhammadu Buhari for the 2019 general election. The civil society organisations (CSOs) in the country argued that the said amount is too high, just as they advocated intensive scrutiny of the proposal by the Senate. But some political parties contended that the amount might not be enough for the general polls. Buhari had on Tuesday written to the Senate requesting the lawmakers to approve the sum of N254,445,322,600 to be drawn from the 2018 and 2019 budgets to prosecute the 2019 general election. While INEC’s budget in the entire sum is N194 billion, security agencies in the country, including the Office of the National Security Adviser, NSCDC, the Nigeria Police Force and the DSS, are to share the remaining amount in the budget. INEC’s director of Voter Education and Publicity, Oluwole Osaze Uzzi, in a TV programme monitored by LEADERSHIP Sunday had hinted that the commission’s share of the budget would be spent on overhead cost and logistics, which include hiring of vehicles, acquiring generators and mattresses for staff across the country. He said, “I can give you a hint on some of the heads covered by the budget which are personal cost. We also have to get enough card readers and enhance them for the elections. I can only assume.” He however dismissed concerns of transparency over the budget, saying, “We will certainly do the budget defense process and when it is done it will be by way of an appropriation act. “So, it will be an amendment of the appropriation act for 2018 or it will be part of a supplementary budget. We will make it public. I am sure the National Assembly will make it public,” he added. But the executive director of Policy and Legal Advocacy Center (PLAC), Clement Nwankwo, decried the rising cost of elections in the country, even as he questioned the procedure used in seeking for the funds.
