Ahead Of Deadline, Anxiety Mounts Over New Minimum Wage

There is growing concern among workers in the country as to whether government will fulfil its promise of implementing a new minimum wage with just a month to the September proposed commencement date. For workers excited about a new minimum wage (NMW) coming into effect this September, indications suggest that they may have to keep their celebration on hold for now. The Nigeria Labour Congress (NLC) general secretary, Dr Peter Esson told our reporter over the phone that the minimum wage negotiation committee had been meeting everyday in the last one week to ensure it meets the deadline.

“On our part, we are doing everything possible to ensure that we meet the deadline and ensure the report is submitted this month. Ours is to ensure that the work is completed this month and transmitted to the president,” he said. LEADERSHIP Weekend recalls that the organised labour, comprising NLC and the Trade Union Congress (TUC), had in May 2016 demanded an upward review of the national minimum wage from its current N18,000 to N56, 000. Labour argued that the five-years lifespan of the current minimum wage had expired since 2015. After 15 months of delay, President Muhammadu Buhari in November 2017 inaugurated a 30-member tripartite National Minimum Wage Committee for the negotiation of a new national minimum wage for Nigerian workers.

In February this year, while speaking in Abuja at the first series of public lectures to commemorate the 40th anniversary of the NLC, minister of labour and employment, Dr Chris Ngige, had assured workers that the new minimum wage would come into effect this year. “I can assure you that the third quarter is the maximum time the new minimum wage will be announced,” he said. But the minister caused quite a stir three months later (in May) when he declared that the new minimum wage would not be ready by September.

Workers expressed dismay that the minister was recanting on an earlier agreement that the new minimum wage would be ready by August. LEADERSHIP Weekend reports that once the minimum wage committee concludes its report, it would be submitted to the National Council of State and the Federal Executive Council (FEC) for approval, before a bill is sent to the National Assembly to legalise the committee’s work. Thereafter, it is sent back to the president for assent.

However, the National Assembly last week went on a two-month recess and is not expected to resume until September 22, a situation which, many fear, could further delay the implementation process. Nevertheless, the NLC general secretary said that workers were confident that the National Assembly lawmakers would reconvene by the time the committee’s task is completed. It has been gathered that civil servants in the country are not ready to accept any extension of the date for the new minimum wage implementation to take off.

Ekiti Poll: PDP Candidate, Olusola, Files Petition At Tribunal

The candidate of the Peoples Democratic Party (PDP) in the July 14 governorship election in Ekiti State, Prof Kolapo Olusola, yesterday filed his petition against the results of the poll as declared by Independent National Electoral Commission (INEC). Olusola who is the deputy governor of the state came second in the election won by the candidate of the All Progressives Congress (APC), Dr Kayode Fayemi.

The deputy governor alongside his running mate, Mr Deji Ogundakin, presented the over 700-page petition to the registrar of the governorship election petition tribunal at the State High Court in Ado Ekiti. His legal team led by renowned legal practitioner, Yusuf Ali (SAN), was represented by Ola Olanipekun (SAN) during the presenation of the petition, while PDP leaders and supporters were also on ground to witness the it.

Speaking to journalists after filing the petition, Olusola alleged that the governorship election was openly manipulated by APC, using instruments of the federal government. He said he is challenging the election results not out of desperation to be governor, but for posterity, and largely on behalf of the people of Ekiti, who were taken aback by the outcome of the election. He said, “Without doubt, the will of the people was subverted by those who have chosen to take Nigeria back to the dark days of ballot stuffing, ballot boxes snatching and outright falsification of election results and I believe they deserve to get justice.

“As law abiding citizens of our country, the only path of honour to take in a situation like this is the process that we have initiated today, to seek redress against the use of security forces and other instruments of the federal government to suppress the will of our people. “Sadly, the desperation of the APC to take over all states in the country, especially those under governors like Dr Ayodele Fayose perceived as uncompromising, has destroyed all the gains made by the PDP government regarding free, fair and credible elections.

Why Pneumonia, Diarrhoea Persist In Nigeria

The prevalence of ailments such as pneumonia and diarrhoea in Nigeria has been linked to the inability of state governments to domesticate Amoxicillin dispersible tablet and Co-Pack Zinc tablet/Low Osmolality Oral Rehydration Solution for the treatment of the diseases. This was one of the issues raised at the recently concluded Nigeria Essential Medicines List (NEML) workshop for South-West/North Central zones held in Lagos State.

Analyses and evaluations at the workshop revealed that mainstreaming the use of Amoxicillin dispersible tablet and Co-Pack Zinc/Low Osmolality Oral Rehydration Salt for pneumonia and diarrhea would save the lives of many innocent children from the killer diseases. LEADERSHIP Weekend gathered that despite warnings from experts and concerted efforts by the federal government to reduce under-five deaths in Nigeria, some states of the federation are yet to domesticate such vital drugs in their domains. According to reports by PACFAH@Scale, scarcity of these drugs, coupled with poor access to other life-saving drugs, are responsible for the record of about 854,000 of the 7,028,000 annual live births in Nigeria who die before their fifth birthday.

In addition, about 196,420 of the annual 854,000 under-five deaths in Nigeria are caused by pneumonia and diarrhea. A medical expert, Dr Edwin Akpotor, said the dissemination of the EML would help to determine how diseases such as Malaria, typhoid, cancer, pneumonia, diarrhea and HIV could be treated. Akpotor said these documents are revised every two years and during the revision, some drugs that are obsolete are removed while new drugs are included.

He noted that during the last review, chloroquine was removed and replaced with ACT for the treatment of malaria, just as other drugs were also removed and replaced with more efficient ones. He stated: “This year, new drugs were included into the EML and part of the new drugs are Amoxicillin Dispersible Tablet and Co-Pack Zinc/Low Osmolarity Oral Rehydration Salt.

For us at PACFAH @scale, we are passionate about these drugs for the treatment of pneumonia and diarrhea in Nigeria. “These are the two new drugs recommended by the World Health Organization for the treatment of childhood pneumonia and diarrhea, the reason being that pneumonia and diarrhea contribute a lot to childhood mortality”.
