2019: INEC budget stuck as Senate wont reconvene

Senators and House of Representatives members were yet to confirm last night whether or not the two chambers will reconvene tomorrow to consider the 2019 elections budget.

The Chairman of the National Assembly, Dr. Bukola Saraki, was yet to announce that the lawmakers should reconvene.

Also, there are indications that if the two chambers reconvene, the Senate may end up merely concurring with the report of the House Committee on the 2019 poll budget for the Independent National Electoral Commission( INEC).

The House Committee, chaired by Hon. Aisha Dukku, is said to have concluded the consideration of the budget before the abrupt recess of the National Assembly on July 24.

Many senators and House members, who were hitherto set for summer and Hajj rites, remain in Abuja because there is no word from the National Assembly’s leadership.

A member of the House from the Northwest said: “This budget is important but there is anxiety everywhere on the security implications of recalling members.

“From the look of things, our leaders are looking at all options on how to make the ratification of the budget easier.”

A principal officer of the House, who spoke in confidence, said: “We have not been told when the National Assembly will reconvene to consider the poll budget. I know the Speaker assured INEC Chairman Mahmud Yakubu last week that we will give the budget a speedy consideration. We are awaiting a recall announcement.

“So far, Tuesday does not look practicable. The basic challenge is the crisis of confidence among members of the two chambers.

“I think the National Assembly leadership is trying to manage the tempers arising from the defections and the seige to the Assembly complex last week. We are also talking to ourselves to allow reason to prevail.”

House Rule V(18) (1-3) says: “18. (1) Whenever the House shall stand adjourned to a date not fixed and it is represented to the Speaker by the Leaders of the political Parties in the House that the House shall meet on a certain day at a certain time, the Speaker shall give notice accordingly and the House shall meet on the date and at the time stated in the notice.

APC wins Katsina, Bauchi Senate seats

The All Progressives Congress (APC) won the Katsina North Senatorial seat, Bauchi South Senatorial seat and the Lokoja/Kogi House of Representatives seat contested at the weekend.

The Peoples Democratic Party (PDP) won the Cross River State House of Assembly seat.

All are by-elections held to fill vacancies created as a result of the death of occupants. The elections were conducted by the Independent National Electoral Commission (INEC).

Alhaji Ahmed Babba-Kaita won the Katsina North Senatorial District.

Returning officer Prof Hudu Ayuba-Abdullahi announced the result at 4:42 am in Daura, the senatorial headquarters. The APC candidate defeated the PDP candidate in all the 12 local councils that make up the district.

Kaita, a member of the House of Representatives, scored 224,607 votes, while his elder brother and a retired customs officer, Alhaji Kabir Babba Kaita of PDP, scored 59,724 votes

Ayuba-Abdullahi said the total number of registered voters was 864,046. The number of accredited voters was 308,500.

According to him, the total votes cast was 294,050, out of which 287,155 votes were counted as valid and 10,891 rejected.

Six political parties contested the seat, which became vacant after the death of Senator Bukar Mustapha.

Other parties that took part in the election are: Democratic Alliance (DA), Green Party of Nigeria (GPN), Masses Movement of Nigeria (MMN) and MPN.

GPN scored 1056, DA 796, MPN 633 and MMN 343 votes.

Katsina North Senatorial District is the home district of President Muhammadu Buhari.

APC candidate Lawan Gumau won the Bauchi South Senatorial District By-election.

Returning Officer Prof. Ahmed Sarkin-Pagam said Gumau scored 119,489 votes to defeat eight other contestants, among them former Governor Isa Yuguda of the Green Party of Nigeria (GPN) who polled 33,079 votes.

Other candidates: Haruna Ayuba of ADC (1754 Votes); Aminu Tukur of APP (11,717 votes); Usman Hassan of KP (240 votes) and Huseini Umar of NNPP (22,896 votes).

Usman Chaledi of PDC (1203 votes); Ladan Salihu of PDP, (50,256 votes) and Mrs Maryam Begel of SDP (3,800 votes).

Four policemen killed in kidnappers ambush

Four policemen attached to the Inspector-General of Police (IG) Intelligence Response Team (IRT) were killed on Saturday by suspected kidnappers during an ambush at Rigasa Forest in Kaduna State.

The deceased are: Inspectors Benard Odibo, Mamman Abubakar, Haruna Ibrahim and Sergeant Emmanuel Istifanus.

They were reportedly killed during a mission to arrest suspected abductors of an Islamic cleric, Sheikh Ahmad Adam Algarkawy.

It was gathered that the cleric was abducted on August 2 at Rigasa in Kaduna and was released on August 6 after his family reportedly paid N10 million ransom.

To bring the abductors to justice, 13 IRT operatives were reportedly deployed in the forest early on Saturday.

It was gathered that they successfully apprehended two of the suspected abductors.

The operatives were said to be on their way out of the forest when other members of the gang ambushed and attacked them.

During an exchange of fire, two suspected kidnappers and four policemen were killed.

Operatives gunned down six of the criminals.

The Nation gathered that another IRT operative sustained gunshot injuries and is recuperating at an undisclosed hospital.

A source, who was privy to the incident but pleaded anonymity, said: “As the team was coming out of the bush with the arrested kidnappers, other gang members hiding inside the bush ambushed the IRT team and opened fire, which resulted in the death of four IRT operatives.”

According to Head of IRT, Abba Kyari, a Deputy Commissioner of Police (DCP), the bodies of the slain policemen have been deposited at Saint Gerald Hospital’s mortuary in Kaduna for autopsy.

He said: “It is a painful loss for us. But it will not stop the efforts to bring members of the gang to justice. We shall hunt them and ensure they feel the law.”
