2019 budget: FG to spend N2.3bn on Gowon, OBJ, IBB, Jonathan, others

The Federal Government has proposed to expend a total of N2.3 billion as entitlements to former presidents, former heads of state, former vice presidents and former chiefs of general staff in the 2019 fiscal year.
Nigeria has seven living former presidents/heads of state and three former vice presidents and two ex-chiefs of general staff.

The former presidents expected to benefit from the N2.3 billion include, Gen. Yakubu Gowon (1966-1976); Chief Olusegun Obasanjo (1976-1979; and 1999-2007); Gen. Ibrahim Babangida (1985-1993); Chief Ernest Shonekan (1993); Gen. Abdulsalami Abubakar (1998-1999) and Dr. Goodluck Jonathan (2010-2015). Gen. Muhammadu Buhari (1983-1985) is the current president.

Also to enjoy the largesse are former Chief of General Staff under Gen. Babangida, Commodore Ebite Ukiwe (rtd); Gen. Sani Abacha’s Chief of General Staff, Gen. Oladipo Diya (1993-1997); former Vice President and now PDP presidential candidate, Allhaji Atiku Abubakar (1999-2007) and Jonathan’s vice president, Arc. Namadi Sambo.

This money is to be sourced from the service wide votes, which has been fixed at N2,137,976,754,291 in the 2019 appropriation bill.

Details of the 2019 appropriation bill as released by the Federal Ministry of Budget and National Planning also show that N500 million is voted for the Presidential Enabling Environment Council, N150 billion for the special intervention programmes/projects, N30 billion as subscription to shares in international organisations while N209.915 billion is for grants and donor funded projects.

The zonal intervention projects, otherwise called constituency projects, are to gulp N100 billion, military operations, including Operation Lafiya Dole and other armed forces operations, are to cost N75 billion and payment of service wage adjustment for ministries, departments and agencies (MDAs), including arrears of promotions and salaries increases as well as payment of severance benefits will gulp N160 billion.
